Dear Mr. Neblett:
This letter is written as a follow-up to the agreement approved by the City of Coppell on
October 14, 1997 concerning a cost sharing on the traffic signal at Fairway Drive/Belt Line
Road. At the time of the agreement, the estimated cost of a'traffic signal was approximately
$85,000. Included with this letter is a copy of our final pay estimate from the contractor
with items pertaining to the traffic signal highlighted.
The total cost to the City of Coppell for the traffic signal was $125,135.10. This includes the
following:

It is my opinion that the cost of the traffic signal exceeded estimates because it was part of a
street project and the traffic signal contractor was a subcontractor to the street paving
contractor. We awarded a project in January 1999 for a very similar traffic si?sd along
Denton Tap Road at a total cost of $97,300. That was a stand-alone project of which the
low bidder was a contractor who specializes only in the installation of traffic signals.
To try to be as fair as possible and to stay somewhat close to the estimated $85,000, I have
reevaluated the bid items and am prepared to base your 1/3 cost share on a total value of
$92,049.30. This number is comprised of the following:

Item 46/Controller
Items 47-49/Foundatious
Item~ S0-52/Signal poles and mast arran
Items 53-55/Signal heads and backplates
Item 58/Electric service

All of these components would not constitute a completed traffic signal installation since it
does not include items such as markings, loop detectors, traffic signage, etc. However, they
do constitute the bulk of the items necessary for the construction of a traffic signal. Your
cost share of the $92,049.30 would be $30,683.10.
In order for the City to f'mal out thlg project please remit a check in the amount of
$30,683.10 in accordance with paragraph 2 of the Traffic Signalization Cost Sharing
Agreement. I hope that you agree that my analysis of the costing is fair, however, if you
