Flood Study Conditional Letter of Map Revision for Elm Fork of Trinity River
10 acre / 48 acre tracts south of Sandy Lake Road
Dear Ms. Bittner:
The City of Coppell has reviewed the referenced study and is in support of the reclamation as
submitted. It is my understanding that all fill on the referenced site will be placed in areas of
ineffective flow and will have no impact on the 100-year water surface associated with the Elm
Fork of the Trinity River. In conversations with the consultant, Ron Morrison, in reference to
question 3C on form 5, it is my understanding that the answer to that question refers to f~ture
placement of soil. Fill has not currently been placed so therefore no compac~on reports can be
provided at this time. It is also my understanding that all compaction reports will be provided
when a LOMR is submitted.
The on/y real area of concern expressed by the City of Coppell during the review of the CLOMR
was the impact on filling the western portion of the site adjacent to a Carrolton/Farmers Branch
school site and a City park site. Detailed site grading plans from the general civil engineer have
not been submitted to the City so there is a question whether or not the fill dirt on this site will
create some standing or dammed up water on the aforementioned sites. That is an issue that will
be addressed during plan review for the development and should not have an impact on the
reclamation.
