Prior to the staff of construction on the 2nd Ground Storage Tank, the City of Coppell negotiated
with a geotechnical firm to provide necessary services associated with the construction of the 2nd
Ground Storage Tank. Those negotiations included meeting with our consultant, Shimek, Jacobs
and Finklea, to get an idea of the typical cost associated with a project of this type. We also
met with Richard Gee, of Gee Consultants, Inc. to get an idea of their experience on this type
of project and what the types of testing, quantities of testing and the overall cost to complete this
project would be. Based on those meetings, a scope of services was outlined using several
assumptions, one of which was the number of piers that could be poured during any given day.
This project has approximately 340 piers to support the structure. Based on past experience and
conversations with the low bidder on the project, NATGUN, it was anticipated that
approximately eleven piers per day could be constructed. It is important to note that we need
an inspector on site continuously during the pours to insure that materials and workmanship meet
minimum standards. The inspector also performs various types of testing to insure that
minimum standard are met. When all the above was considered, the City entered into a contract
with Gee Consulting to provide testing and inspection service in the amount of $14,822.50.
Due to some starrap problems, the contractor fell short of the estimated 11 piers per day.
Therefore, the cost for providing the geotechnical services for the approximately 300 piers
already constructed has exceeded the amount of the original contract. Because we have already
met the total dollar amount in the original contract and we have yet to finish the piers, the
consultant and the~'geotechnical firm have approached the City with a revised contract.
I am at a loss to explain why a closer estimate as to what it would take to provide geotechnical
services for this project was not provided. However, the bottom line is that we do need to
provide the ongoing geotechnical services and it would be short sighted on the City's part to cut
comers on the geotechnical services for a $2,809,305.00 project.
Because of the need to provide the ongoing geotechnical services, staff recommends approval
of the contract with GEE Consultants in the amount of $26,447.38 and authorizing the Mayor
to sign.
Staff will be available to answer questions at the Council meeting.

In accordance with the request of Mr Gary Hendricks of Shimek, Jacobs & Finklea of October
20, 1995, we are pleased to submit the following revised proposal for materials testing and
inspection services for the above referenced project. Revisions to our previous estimate were
necessary due to the slower than anticipated pier construction, testing of the building pad, testing
of proposed concrete mixes prior to use, and revised shotcrete testing requirements.
Types of services are per plans, specifications and common frequencies of testing used in the
Dallas/Fort Worth Metroplex for this type of construction. A construction schedule as well as
material quantities for project completion were relayed verbally by Mr. Robert Barbarisi, Jr. of
Natgun in our telephone conversation of October 13, 1995. Fees below include testing and
inspection performed to date.

conditions may require more or fewer testing or inspection. Only work which is actually
performed will be charged for and all charges will be in accordance with the corresponding unit
fees quoted in this proposal or our Schedule of Fees.
