Gulf Bearing-CS 940826A?,C rll r~_c rlj,~c T( '('$( )N GROMATZKY DUPREE and ASSOCIATES MEETING MINUT Gulf Bearing August 26, 1994 GDA Project No. 94049 Location: City of Coppell, Building Department Attending: Ross Ramsey, Gulf Bearing Gary Sieb, Director of Planning and Community Services Troy Glidewell, Fire Marshal John Linstrom, Deputy Fire Chief Ken Griffin, Assistant City Manager/City Engineer Greg Jones, Chief Building Official Charles Gromatzky, GDA Kathy Rabuse, GDA Items discussed were as follows: Ao Ce Ross Ramsey introduced Gulf Bearing, a wholesale distributor of ball and roller bearings with hours of operation from 7am to 7pm. Gulf Bearing has under contract an 11 acre parcel at the northwest corner of Bethel Road and Royal Lane in Coppell. The plan to build a new 180,000 SF facility on this parcel which will consolidate their facilities from Los Angeles, Minneapolis and Grapevine. The purpose of this meeting is to make the City aware of the plan, to verify City officials would welcome this business use, to seek comments relative to a preliminary site plan and to investigate the City's review process. Also at issue for Gulf Bearing is the cost of roadway assessment fees along Bethel Road. Relative to the roadway assessment, Ken Griffin indicated it will be another 4-6 weeks to solidify their new assessment plan and it is on the schedule for an approval vote on November 8th. He promised to get back to Gulf Bearing on the content of the proposed assessment plan as quickly as he could. Gromatzky Dupree and Associates presented the preliminary site plan, SPol, dated 8/25/94. Comments on the proposed building, by person, were as follows: · · ! Bethel Road when improved will have a median; no median cut will be allowed at the truck court drive approach along Bethel Road. b. The median cuts shown along Royal are acceptable, however, both at Bethel and Royal, the City would ask the median cuts be centered on the west property line to allow the adjacent property access to the median break, should they require it. The City has no system established to require the adjacent property owner to share the cost of these median breaks should they wish to share access. c. It would be acceptable to have our civil engineers, Brocketteo Davis · Drake, prepare the engineering drawings for median cuts along Royal. d. The drainage of storm water which flows onto the Gulf Bearing parcel from the adjacent property will have to be addressed by the private storm sewer system on our site. e. The R.O.W. distance for the Bethel Road improvements is 55' from the current centerline of Bethel Road; the 20' depth of the R.O.W. dedication should be confirmed. f. All utilities come to the site. The sewer flows north. Right now, there is a surcharge from the postal facility on the sewer line which needs to be corrected before anyone else ties in to the sewer line. The modifications proposed are slated for approval in November. There is a 16" water line along Bethel Road, a 12" water line along Royal, and 4 fire hydrants along Royal. §. There will be water/sewer impact fees (in the "single digit thousands"), and separate meters for fire line, landscape irrigation, and domestic water. John Linstrom and Troy Glidewell (Fire Dept.) a. ESFR (Early Suppression Fast Response) automatic fire sprinkler systems have been approved in Coppell on other facilities. At MJ Designs, they added two pumps, no water tanks were required, fire department connections were required inside the building at a spacing not to exceed 400', and mechanical ventilation was required. Draft curtains and smoke vents will be waived for ESFR with mechanical ventilation. b. Fire lane must be provided on 3 sides, 25' wide from outside of stripe to outside of stripe. Fire department hose lengths are 150'. c. On site fire hydrants are required. Gulf Bearing Meetin§ Minutes September 6, 1994 Page -3- d. Any security fencing which crosses a fire lane must have an Opticon sensor on the gates. A Knox Box is required on the building. e. Water pressure tested 7/20/94 at the intersection of Northpoint Road and Royal Lane was: Static 60, Residual 40, P.O. 3O. 3. Greg Jones (Building Department) a. A variance to provide landscape screening in lieu of a masonry wall is possible by making appeal to the Zoning Board of Adjustment. b. Parking spaces are to be 180 SF, generally 9'x20'. c. Sidewalks are required, however, we can apply to the City Council for a variance to delete the sidewalk requirement. d. Monument signs are limited to 75 sq. ft.; Ross Ramsey indicated Gulf Bearing's intent is to have Iow-key signage, probably on the building, with no monument sign. e. The building occupancy would be classified B2, fully sprinklered. 4. Gary Sieb (Planning and Zoning) a. Both Bethel Road and Royal Lane would be considered "front yards"; because we are parking in front yards, the building setback will be 60' in the front yard. b. Paving is required to be concrete: 5" thick typically and 6" thick under fire lanes. Review processes/Permit issues: Plat review: preliminary plat goes to Planning Commission, who requires 60 days; Final plat goes to City Council which requires 60 days. The City has ways to reduce the total time to 90 days when necessary. 2. Building permit review process usually takes 5-15 working days. Building permit can be issued with final Planning Commission approval of the plat, prior to City Council plat approval, if the owner provides a "hold harmless" letter. Site work can begin prior to building permit with N.O.I. and erosion control in place. Gulf Bearing Meetin§ Minutes September 6, 1994 Page -4- EJ Fe Gulf Bearing also has a cleaning and grooving room which is used to refurbish returned parts. There are three chemicals, no more than two 55 gallon drums of each, which will be on the premises. Requirements for dealing with these items per code will be addressed when the design team has a better understanding of this area. Ross indicated they have prepared a video of this operation which is currently in their Los Angles facility, and can provide a copy of the video to the City for their information. Following the meeting, GDA was asked by Gulf Bearing to verify a couple of issues: The Board of Adjustments appeal schedule - Appeals are made to Greg Jones 30 days prior to the hearing date; the Board meets the first Thursday of every month. The appeal can be made concurrent with plat review. In some cases, the City Council can act on a request for variance on the screen wall instead of the Board of Adjustments. Timing for payment of escrow for road improvements - The money is to be paid at the end of the platting process and prior to filing of plat with the County. The above constitutes GDA's understanding of the topics discussed.
