You have also sent to us by fax transmission dated March 5, 1996, Natgun's review of the Noah Central Texas Council of Governments, Standard Specifications for Public Works Construction relative to testing procedures and responsibilities. We have reviewed your request with the City of Coppell, and have again concluded that the testing performed by the City on this project is for the sole benefit of the City. Any additional testing required by Natgun Corporation to assure, warrant or otherwise guarantee your finished project, is and shall be Natgun's responsibility. This includes any and all overtime charges associated with testing procedures that were performed at times convenient to and as directed by Natgun. As for the testing procedures and responsibilities outlined in the NCTCOG Standard Specifications, you are reminded that the Special Conditions for this project, as outlined on Section 5 of the specifications, supersede and take priority over the NCTCOG Standard Specifications (see Item 1.19. Priority of Contract Documents, NCTCOG Standard Specifications, Part I: General Provisions). Section SC. 19 of the Special Conditions outlines the testing procedures to be performed by the City. It is our interpretation of this section of the Special Conditions that the testing being performed by the City is limited to the items outlined, and includes no provisions for overtime charges to be paid by the City. Your attention is directed to the project specifications, Section 2, Specific Project Requirements, Item 2.19 - Inspection. In general, this section outlines and defines inspection services, establishes the contract work time and overtime procedures. It is our interpretation of this section of the specifications that all inspection services Mr. Bob Barbarisi Natguh Corporation March 6, 1996 Page No. 2 conducted before 8:00 am and after 5:00 p.m., Monday through Friday, and all weekend and holiday inspection services, are subject to overtime charges which are the responsibility of the contractor. Your request for a change order to cover cost associated with additional materials testing, quality control and overtime charges has been considered and rejected by the City of Coppell. We ask that you again review the outline of testing service proposed by the City and make any arrangements necessary to provide additional testing as you require to fully warrant and guarantee your finished product. SPECIFICATIONS I~OR STRUCTURAL CONCRETE 301-29 15.5----Application of prestressing force 15.5.l--Tendons shall bc stres~d in the sequence, at the concrete strength, and at the construction stage indicated in the contract documents. 15,5,2---The prostressing force shall be determined by measuring tendon elongation and checking jack pressure with a calibrated gage or dynamometer. The gage or dynamometer shall have been calibrated within six months prior to use: any discrepancy which exceeds 5 percent shall be corrected. Elongation requirements shah be based on load-elongation curves rot the steel used unless statistical data indicate that average values may be used. The contrac- tor shall keep and submit a record for each tendon of the measured elongations and me gage pressures of dynamom- eter readings. tS,S.3--The total loss of presu'ess Force in any tendon due to unrcplaced broken elements shall not exceed 2 percent or' the total prostress force. : 15.6---GroutinS I:~,6. I--A dependable high pressure water supply of sGfficient volume shall be provided before groutinS is begun- Sheathing shall be freed of dirt and other foreign substances by thorough flushing with water immediately prior to grunting. 15.6.2--Grout shall be mixed in a high speed mechan- ical mixer and passed through a strainer into pumping equipment which has provision for recirculation. Pumping of grout shall begin as soon as possible after mixing and may be continued as long as the grout returns the proper consistency. Grout which has partially set shall ~ dis- carded. iL6.3--Grout Shall be injected into all voids between prostressing tendons. sheathing and anchorage fittings. Flow shall continue until grout of the consistency equivalent to that injected flows without the presence of air bubbles from vent openings. Vent Openings shall be closed progres- sively in the direction of the flow. After all vent openings have been closed, the groutinS prossun: shall be raised to at least 50 psi and the injection hole plugged. 15.6.4--In the event of a blockage or an interruption of groutinS, all grout shall be removed from the duct ~y flushing with water. l$.6.$--Provisions shall be made to keep tendons dry and keep water out o~ the conduit prior tO groutinS. Tl~e concrete around grouted tendons shall be maintained at a temperature of 45 F or higher for at toast 3 days after groutinS. 15.7--Shop drawings Shop drawings for proguessed concrete shall he submit- ted for review and shall provide the following information in addition to that required by applicable provisions of Chapter 4. FOrmwork. and Chapter 5, Reinforcement. 15.7.1 --The location of tendons throughout their length. l$,7.2--Size, details, location, materials, and stress grade (where applicable) for all tendons. and accessories. l$.7.3--lack clearances, jackinS procedures, suessing sequence. initial tensiGning forces. gage pressures, and 15,7,4--Information required in Sections 15.2.1.2 and 15.2.1.3. Notes [n the Sections of Chapter 15 listed below, specific acceptance is required: 15,2.1.2 and 15,2,1,3 Of the stress-strain curves for prostressing steel and other properties of non-ASTM mate- rial. 15,2.1,4 Of the stress loss in seating anchorage devices, friction coefficients and test data. 15,2,1,5 Of coatings to protect unbonded tendons from corrosion. 15,2,1.6 To perform burning or ~.'elding operations in the vicinity of tendons. 15,2,2.2 Or' evidence of compliance with the dynamic test. 1L2.2.3 To use couplings at locations other titan those indicated on the contract documents. 15.1,6.3 Of the shrinkage compensating admixture used in the grout. 15.2,6.4 Of tests or records showing no harmful effect of admixtures on tendons, accessories or Stout- 15.7 Of shop drawingS. CHAPTER 16--TESTING 16.1--General Concrete materials and operations will be tested and inspected as the work progresses. Failure to detect any defective work or material shall not in any way prevent later rejection when such defect is discovered nor shall it obligate the architect/engineer for final acceptance. 16,2--Testing agencies 16,2.1--The required testing services of Sections 16.3, 16.4, ~d i&5 shall be pe~ormed by the testing agency designated in the contract documents. The services of Sections 16,3 and 16.4 will be pe~ormed at no cost to the contracto_r_, those of Section 16.5 shift[ ~ paid for by the contractor. 16,2.2--The necessary testing services of Section t6.7. l shall be performed by a testing agency acceptable to the architect/engineer at the contractor's expense. 16.2.3--Att testing agencies shall meet the requirements of ASTNI E 329. 16,2.4--Tests of concrete required in Section 16.3 shall be made by an ACt Concrete Field Testing Technician Grade 1, or equivalent.
