The City of Coppell has requested that we provide a letter from the Irving Flood Control
District - Section III stating that we have permission to encroach into their drainage area with a
dumpster pad and parking areas.
The City has also requested that we provide an approved floodplain development permit prior to
doing any work within the 100 year floodplain.
The enclosed documents from the Irving Flood Control District states that permission has been
granted under Phase I of Gunner Subdivision. The letter is in reference to the 37.77-acre
subdivision, which includes both Phase I and Phase II.

The engineer on the project has requested permission from the District to discharge storm drainage
into District facilities at several locations. The storm sewers will ouffall into the Grapevine Creek
channel on the south side of the development and into the Trinity River overflow swale on the east
side of the development.
I have reviewed the proposed storm drain plans, and I have no objection to the plans except
that the headwall details should comply with the attached "Order" from the District and the detail
presented in Exhibit "C" of said Order. By copy of fffis letter to Carson-Salcedo-McW'flliams, I
am, on behalf of the Irving Flood Control District - Section III, authorizing the developer of the
tract described herein to disc~e his storm water runoff into the District's facilities, so long as the
improvements within the District's right-of-way comply with the attached Order, and so long as
said discharges conta_ i_n no illegal contaminants. The District assumes no responsibility nor liability
for the repair or maintenance of any improvements constructed as part of this or subsequent
projects.
Halff Associates does not assume any liability for the engineering design, nor does approval
- by the Irving Flood Control District - Section III or Halff Associates, Inc. release the Design
Engineer from liability for correcting errors or omissions in his design both during* and after

WHEREAS, it is necessary that the District establish standards for the
use of District easements and for the drainage of developments adjacent to
District facilities in order to establish and maintain the integrity, safety,
and serviceability of the District's facilities; therefore,
BE IT ORDERED BY THE BOARD-OF DIRECTORS OF IRVING FLOOD CONTROL DISTRICT
SECTION III:
1. That the standards and criteria for storm drainage facilities for
development situated adjacent to any sump or drainageway of the District, and
improvements.and useage of District Maintenance and Access Easement~ and
Right-of-Way easements shall be as set forth in and provided by Exhibit "A"
attached hereto and madema part hereof for all purposes.
2. From and after the date of this Order, said standards and criteria
shall be uniformly enforced and applied to ali developments and useage sub-
ject to the provisions of said Exhibit "A". Any deviation or failure to com-
ply therewith shall' be reported to the Board of Directors for appropriate
action thereon.
