LOCATION: Approximately 992 feet south of the intersection of Thweatt
Road and Royal Lane, along the east side of Royal Lane.
SIZE OF AREA: 2,400 feet out of 4.673 acres of the Hager Container
Addition.
REQUEST: Approval of a zoning change from (LI) Light Industrial, to
(LI-SUP) Light Industrial Special Use Permit, for the
installation of a 64' monopole telephone tower.

HISTORY: This property was platted in 1988 and is known as Hager
Containers Addition. A warehouse facility which
manufactures containers, is planned for the overall 4.673
acres of land.
TRANSPORTATION: This site will be accessed by way of Royal Lane. Royal
Lane is presently a four-lane divided roadway; however,
along the west side of the subject tract, Royal turns into
a two-lane undivided roadway near the southern portion of
this tract. As the property adjacent to the west develops,
Royal Lane should be installed in its entirety.

North - Vacant; LI zoning
East - SF Structure; LI zoning
South - Vacant; LI zoning
West - Vacant; LI zoning

COMPREHENSIVE PLAN:
The Future Land Use Plan suggests industrial use at this
particular area of the Hager Containers site; although the
northern portion of the Hager tract (up to Thweatt Road) is
planned for (HC] Highway Commercial uses.
ANALYSIS: Southwestern Bell Telephone Systems, is requesting approval
of a special use permit to allow a telephone antenna on the
southeastern corner of the Hager Containers site. Hager
Containers is the owner of the 4.673 acre parcel of land;
however, Southwestern Bell Telephone Systems has
established an agreement with the Hager Company to lease a
2,400 square foot space of land, located in the far
southeast corner of the site.
The actual height of the proposed structure is sixty-four
(64) feet, including the height of the antenna. The
self-contained building shown on the site plan is 11' wide
and 26' long and 10' in height, and contains electronic
equipment which provides assistance in transmitting
telephone calls. A six foot chain line fence will be
placed around the perimeter of the cell site for security
purposes, therefore, only employees of SWBT will be able to
gain access to the site.
SWBT is requesting a cell site location in Coppell because
of the present demand on the cellular communications
network. At this time, the company has established
approximately 100 cell sites, half of which are placed atop
antennas; the other half may sit atop existing tall
structures, such as office towers.
Staff has viewed several cell sites in the immediate area,
all of which are taller than the proposed antenna on the
Hager site. The proposed antenna would most likely be
compatible at this location for several reasons.
1) Existing electrical transmission towers located along
Thweatt Road are between 80'-90' in height.
2) Area around the proposed site is zoned [LI).
3) The proposed use of the Hager site is a warehouse.
4) Future land uses will most likely be industrial uses.
5) The site is located off Royal Lane in a remote corner
of the property.
Because the cell site will be situated 900' east of Royal
lane and 1,200 feet south of Thweatt Road, coupled with the
issues of compatibility, staff recommends approval of the
Special Use Permit with the following conditions:
1) Tower and antenna may not exceed 64 feet in total
height, and
2) All obsolete or unused facilities must be removed
within twelve (12) months of cessation of operations
at the site.
ALTERNATIVES: 1) Approve the zoning change request 2) Deny the zoning change request
3) Modify the zoning change request
