Dear Mr. Jackson:
Per the request made by Hr. Ted Hager, President of ~ ~tatners,
Inc., outlined below is a summary of procedures for subdivisions in the
City of Coppell. (Please see the Coppe11 Subdivision Ordinance for
further details.) These procedure8 have been established to allow
orderly processing of proposed subdivisions. The steps necessary for
subdivisions iuclude:
a) Annexation by the City Council.
b) Zoning by the Planning and Zoning Commission and City Council,
where applicable (annexed parcels).
c) Approval of a land study by the Planning and Zoniug Commission
and City Council, where applicable (annexed parcels).
d) Approval of a preliminary plat by the Planning and Zoning
Commission and the City Council. ~Then the developer is ready
to submit his plan, he shall file fifteen (15) copies of the
preliminary plat and plans of the subdivision to the Planning
Department, thirty (30) days prior to the regular meeting at
which such preliminary plat is sought to be filed, along with
any applicable filing fees. Please see attached schedule of
deadlines for Planning and Zoning Commissiou docket. (attach-
ment B-I), and also the Filing Fee Schedule (attachment B-2).
The purpose of this submittal is to allow the Planning and
Zoning Commissioners and City Council to review overall
platting of the tract, water and sewer service, landscape
opportunities and street patterns within the subdivision for
conformance to the Subdivision Ordinance, and other applicable
codes and ordinances.
Following review by the Development Review Committee (composed
of staff members and Utility Company representatives), the
Planning and Zoning Commission will make a recommendation of
approval or denial to the City Council within thirty (30) days
of application.
After a recommendation of approval of the preliminary plat by
the Planning and Zoning Commission, the plat shall be forward-
ed to the City Council for consideration of approval or
denial. Approval of the preliminary plat expires within nine
(9) months unless the final plat has been submitted for
approval.
e) Approval of final plat and where required, construction plans
by the Planning and Zoning Commission and City Council. When
the developer is prepared to submit his final plat, he shall
file six (6) copies of the final plan and construction plans,
plus fifteen (15) copies of the final plats to the Planning
Department.
The procedure established for final plat are quite similar to
those of the preliminary plat.
f) Final stamp of approval of the final construction plans by the
City Engineer.
g) Filing of the approved plat with the City of Coppell and the
Dallas County Clerk. The final plat must be filed with the
Planning Department within six (6) months of approval by the
City Council.
h) Completion of construction and acceptance of all improvements
by the City, submission of as-built drawings.
