This is in response to a ~.~te~ d~ted Sep~m!,er 20, 1994. from N.'. Hark D.
Walter, P.E., Chief Hydrologlst~ The Nelson Corporation, requesting that the
Federal Emergency Nanasement Agency (FENA) determine vhether the folloving
property is located in a Special Flood Hazard Area (SFHA), an area that vould
be inundated by the 100-year (1-percent annual chance) flood. This property
vii1 be elevated by the placement of fill.

All fees necessary to process this G~onditional Letter of Hap Revision, a
total of $280, have been received.
On November 16, 1994, we received all information necessary to process
Hr. Wallet's request. After comparing this information to the National Flood
Insurance Progra~ (NFIP) map for the City of Coppell, Texas, we determined
that the property would not be in the SFHA if fill is placed as proposed.
This conditional determination is based on the site plan, entitled "Proposed
Site Layout For CLOHR-F Request, Jefferson at Riverchase,' prepared by The
Nelson Corporation, dated August 31, 1994, and on elevation information
provided by Hr. Walter in his September 20 letter. Our final determination
will be made upon receipt of a copy of this letter, a copy of the final plat
with recordation data, and certified as-built information showing the
elevation of the lowest ground on the north and south portions of the
property. In addition, the enclosed form, entitled "Certification of Fill
Compaction," must be returned, signed and dated by a registered professional
engineer, an accredited soils engineer, or the community's NFIP permit
official.
Please note that the NFIP is non-taxpayer funded and its expenses are paid by
policyholders. Therefore, to minimize the financial burden on the
policyholders while maintaining the NPIP as self-sustaining, PEHA has
implemented a procedure to recover costs associated with reviewing and
processing requests for modifications to published flood information and
maps. Therefore, an initial fee of $225, which represents the minimum
charges associated with a request of this type, must be submitted before we
can process your revision request. Payment of this fee shall be made in the
form of a check or money order made vayable in U.S. funds to the National
Flood Insurance Pro,ram, or by credit card payment. The payment is to be

Please note that this property could be inundated by a flood greater than the
100-year flood or by local flooding conditions not shorn on the NFIP map.
Flood insurance is available at a reduced cost for properties located outside
the SFHA. Also, although we have based our determination on the flood
information presently available, flood conditions may change or new
information may be generated that could supersede this determination.
This response is based on the minimum criteria established by the NFIP.
State and community officials, based on knowledge of local conditions and in
the interest of public safety, may set higher standards for construction in
the floodplain. If the State of Texas or your con~nunity has adopted more
restrictive and comprehensive floodptaln management criteria, those criteria
take precedence over the minimum Federal criteria.
This letter does not relieve Federal agencies of the need to comply with
Executive Order 11988 on Floodplain Nanagement in carrying out their
responsibilities and providing federally undertaken, financed, or assisted
construction and improvements, or in their regulating or licensing
activities.
