ANALYSIS:
The First United Methodist Church presently operates a
"Mother's Day Out" on Tuesdays and Thursdays from 9:00 a.m.
until 2:00 p.m. Children ages two months to four years,
who are registered in the program, are cared for at the
existing facility.
The Church is requestinG approval of a Special Use Permit
to operate a full time day care facility, at least four
days per week. Infants and pre-schoolers will be cared for
on a regular basis by employees of the Church.
Several of the existing classrooms, kitchen and restroom
facilities within the Church building, (all located on the
first floor) will be utilized for the day care center from
9:00 a.m. to 2:00 p.m., Tuesdays through Fridays.
Historically, some cities require day care centers to
operate under a Special Use Permit in residential zoned
areas, in order to make sure adequate parking is provided
and to ensure that traffic caused by a day care center
would not become a nuisance to the neighborhood. An
emphasis on vehicular traffic, on the quality of light and
air, and on freedom from crowding are other reasons to
ensure that day care facilities will be situated in
appropriate neighborhoods. This facility is bound by open
space and single-family structures, and the abutting
streets serve as minor collectors to the residential area.
The existing number of paved parking spaces is more than
adequate for a day care nursery use. Staff recommends
approval of a day care facility.
