B~s, Director Please find attached a photocopy of a letter we received from the Lakes of Coppell H.O.A., requesting authorization to assume the maintenance of the MacArthur medians traversing their H.O.A. Currently, the Leisure Services Department maintains these medians along with the majority of other medians in town. They are requesting the city supply the water for the medians and assurances that the city will not negatively impact their irrigation schedule; "so that the Association's efforts to maintain the medians would not be wasted." I am not certain if other H.O.A.'s pay for water used on their medians; the Villages of Cottonwood Creek H.O.A.'s are maintaining their medians on Parkway Blvd. Therefore, I need a response from you in order to reply to this request. Additionally, this is a new situation requesting authorization to assume maintenance of municipal medians and therefore no precedent to follow. I have been told that there was a.lively debate when this H.O.A. requested the city take on the maintenance of these medians several years ago. Staff requires direction from the C.M.O.'s office regarding this matter. If their request is approved, should they be required to maintain the according to the city's minimum grounds maintenance specifications? Please let me know your responses as soon as possible. As .discussed, the Board would seek concessions from the City of Coppell in terms of providing water at no charge to the Association. It would also be necessary to come to an agreement on a watering allowance and schedule so that the Association's efforts to maintain the medians would not be wast.ed: Please accept this letter as our formal request to initiate a maintenance agreement.
