RE: Lake Park Addition Park Erosion
The purpose of this memorandum is to provide information and to request direction regarding
the erosion problem that is occurring at Lake Park Addition Pond. As you are aware, staff
has received several complaints from homeowners in Waterford Estates regarding erosion at
the large pond located at the park.
Erosion has primarily taking place due to wave action on the eastern and southern banks of
the pond. For the past several weeks, staff has examined means to correct this problem.
Based on a report submitted by an engineer from Contech Construction Products, Inc., it
appears that the most efficient means to correct this erosion problem is to grade the existing
banks to a 3:1 slope, place a erosion mat down along the bank, and to seed with grass and
top soil.
Once in place, this erosion mat would allow for turf to grow through the mat above the
water line, and to hold soil both above and below the water level of the pond. In their
report, Contech has estimated that the materials to provide installation of the mat would cost
approximately $17, 250. Additional costs associated with personnel, seed, top soil, and a
means to provide water would bring the total to approximately 30,000.
Typically, the cost to provide grading to the banks would meet or exceed the total identified,
however, the Vistas of Coppell has offered to provide this grading work while they are
installing a sanitary sewer line along the eastern limits of the pond for their development,
north of Denton Creek. Dowdey, Anderson Engineering is now in the process of designing
this project and has estimated that construction of this sewer line will commence in
approximately four (4) weeks.
Another option staff would recommend pursuing would be to inquire what cost savings could
be achieved by entering into a contract with the contractor for Vistas of Coppell to include
this erosion repair in their scope of work.
In consultation with Ken Griffin, and Jennifer Armstrong, it appears that while this project
warrants consideration, sufficient funds are not available in any of the park accounts to
accomplish this project.
Based on this information, staff would ask for direction in how to proceed with this matter.
Staff is prepared to contact Dowdey, Anderson to pursue the contract option, as well as
providing a presentation to the City Council during a work session, if necessary. Once a
determination has been made regarding this matter, staff will send correspondence to those
residents that are directly impacted to keep them informed.
