Dear Mr. Martin:
In response to your letter of October 20, 1998, we offer the following:
Erosion Control:
1) Our subcontractor, Texas Environmental, Inc., has attempted to repair/reinstall
the perimeter silt fence damaged by the franchise utilities, City water line
contractor and homebuilding subcontractors. Some additional work will be
needed when they return to complete the other items listed below.
2) We determined that most of the silt entering the ditches along Sandy Lake Road
and Coppell Road was due to damaged silt fence within the project and improperly
installed inlet screens. The inlet protectors have now' been properly fastened.
3) Texas Environmental has committed to be on the site this week to reinstall silt
fence in Phase I, seed the lots and parkways (for the second time) and install
"curlex" mat along portions of the alleys and streets. They will also repair the silt
fence in Phase i I but will delay installing the curiex until I'U/LSC/has completed
their installation. They will also repair the ditch "retards" along Coppell Road and
along the outfall under Coppell Road to assure that any silt that does escape the
project will not enter the lake.
4) We are beginning installation of our screening wall along Sandy Lake Road and
Coppell Road. The contractor is aware that he must protect the erosion control
facilities; upon completion, we will make the necessa~ repairs.
5) We have notified the homebuilder they must control the damage to the erosion
control facilities by their subcontractors; we will work with them to maintain the
project in accordance with your ordinance Please understand, however, that until
permanent yards are established, it will be impossible to contain 100% of the silt
resulting from the severe storm events similar to those experienced earlier this
month.

Sidewalk along Coppell Road:
1) Our landscape contractor is scheduled to begin work this week on repairs along
the sidewalk. He will begin by bringing in a small amount of topsoil to shape the
area along the walk and will then seed all disturbed areas and install a curlex mat to
protect the slopes until the grass is established.
2) It may be necessary at the north end of the walk to add some additional
concrete riprap. When we have completed the first part of the job, I will call to
arrange a meeting with you to discuss the best way to address the balance of the
work.
