Dear Ga~',
We are in receipt of your letter of June 7, 1996 regarding the above-referenced project..~ you are aware, the completion of this
prqiect has been delayed pending the result of the final coating color selection. Upon receipt of yous May 30 letter. we suspended
the application of the final coat of Thomcoat on 1he tank w~lls until the final color is determined Additional test panels
colors have been applied on site lbr the City' s consideration. We have not installed the exterior lad,~er lbr fear tha~ it would be
$ub. iect to Thorocoa ~pray during the coating appiication process
in ~he spirit of cooperation, we will install the exterior ladder to allow the City to a~cess the tank do~e Once the color issue is
r,~solved and we are ready to apply the final coat :o th~ wall: we will remove the ladder and later re-install it. As discussed, the
conduit feeding the talemerry system can be fastened to the side of a pilaster rather than the ]adder ff this method is acceptable.
Please ~dvise at y~ur earliest convenience.
..-ks t~r as the Supenntendent is concerned, we plan to have Roy Twom. bley return to the site during the week of June 17, 1996.
Roy has familiarity w:th this project as he oversaw the p~er work We would hope that within the ne~t week~ we can teasGive the
color issue sc that work will be able to resume upon Roy's artS'a]
Please let me It. now if we may be of any further assistance

Re: City of Coppell
Village Parkway Ground Storage Reservoir No. 2
Gentlemen:
On Thursday, June 6, 1996, the City of Coppell placed the 6 million gallon ground Reservior under
construction by Natgun into service. As you are aware, several items of work remain incomplete at this time.
Most critical to the continued operation of the tank are the outside access ladder and the level controls.
Without these two items, the City has no access to the tank nor any firm information as to the tank level.
We understand that Natgun intends to install the access ladder once the finish coat of paint is completed and
have offered no objections to that approach as long as Natgun's superintendent is on site to provide access to
the top of the tank using Natgun's manlift. However, as of Wednesday, June 5, 1996, Natgun's
representatives have not been on the site on a full time basis. Your instrumentation subcontractor is working
to install the level controls, but cannot access the tank roof.
We hereby request that Natgun immediately provide a full time superintendent on this project that will remain
on site until the completion of the work. As we have discussed previously, the project superintendent shall
have the ability to authorize overtime, order materials and make decisions in the field for Natgun. Please
provide your superintendent' s name and expected time of arrival to the project site.
If you have any questions concerning the City's position on this matter, please do not hesitate to contact our
office.
