See Sieb's letter dated 7/31/91. In addition, the file indicates a calculation of $100 per lot for sewer tap inspection and $100 per lot for water tap inspection for a total of: 91 lots X 200 = $18,200 It does not appear that Sieb's letter intended to waive these permit fees.
