RE: LAKE PARK ADDITION
CONSTRUCTION PLAN REVIEW COMMENTS
In response to your comments and those from Ginn, Inc. dated
January 7, 1991, I will address or correct the plans.
Since this review, we have obtained the U.S. Corps of Engineers
404 permit. I attached the letter in the flood study reports
previously submitted. It is my understanding that you have
submitted the reports to FEMA for their review.
We are working with the C.M.U.D. to address their concerns at
this time.
We had previously corrected all of the comments of the last
review. These additional comments are new unrelated to any
previously discussed issues.
The following comments are in response to your comments.
1. City of Coppell Standard Details are included.
2. I included floodplain information on the drainage map.
3. We will replace our benchmark with another benchmark when
the project is completed thereby allowing the undisturbed
location of a permanent benchmark.
4. I previously submitted lake plans to you with the 404 permit
letter. The lake plan is not technically part of this subdivision
as it was agreed to by separate agreement between the City and
Univest Properties, Inc. Mr. Larry Jackson has the document.
5. Once again, the plat is separate from the park/lake. There
is adequate documentation regarding the transfer of ownership
to the City.
6. The 404 permit was submitted previously with the HEC-II
studies.

7. We have been trying to get the flood studies submitted to
FEMA for several months. It seems that the primary reason for
the delay concerned acquiring the Corps 404 permit. Due to the
resistance by the City to expedite the FEMA process while the
Corps 404 permit was being obtained, we are requesting that
we be allowed to begin construction when the bidding is
completed. Please process the FEMA reports.
8. Mr. Glen Hinckley will address the issue of previous fees
which have been paid. To help us, you could tell us which fees
you think are outstanding.
9. I have addressed the water and sanitary sewer plans.
10. The offsite drainage is shown on the drainage area map.
Other plan comments not addressed above.
1. The "Final Plat Conditions" on the plat reflect planning
and zoning comments as were required by City Council. The issues
regarding the lake/park were previously agreed to by both Mr.
Glen Hinckley and the City of Coppell. This parcel of property
is not part of this plat proper.
2. Mr. Hinckley has an agreement with the City to be allowed
to include sanitary sewer line "E" in the plans. The crossing
of MacArthur Boulevard is to be constructed with the MacArthur
Boulevard plans unless directed otherwise by Mr. Hinckley.
We have respectfully addressed your comments. Please approve
these plans so that we can begin utility construction.
