Re: Review of the Lake Park Addition Floodplain
Reclamation Study by Dan Dowdey and Associates
Dear Ms. Daneshmond:
Our review of the subject study has been completed. As we have discussed, this study was
reviewed under the requirements of the prior City Floodplain Management Ordinance (#219).
This was done at the direction of City staff. The requirements of Ordinance #219 are much
less restrictive than the present Floodplain Management Ordinance (#87390). Under present
ordinance requirements this project would not be acceptable as presented.
Our review is summarized in the following comments.
1. According to Section 4.3-1 (2) necessary Federal permits must be obtained before
a development permit can be issued. One such permit that may be required is the
Corps of Engineers Section 404 permit. The requestor should obtain this permit,
or a statement from the Corps that the permit is not required.
2. The results of the hydraulic analysis show that there is no increase in flood levels
as a result of the project. This seems unusual since extensive fill is proposed to
be placed in the floodplain. Upon careful review of the hydraulic models, it was
discovered that the roughness values in the channel were reduced for the proposed
condition even though no work is proposed in the channel. This means that the
elevations used to establish minimum floor elevations are too low.
We do not recommend approval of this study until the above conditions are resolved.
