RETURN RECEIPT REQUESTED BY
Community: C ty of Coppell,
The Honorable Lou Duggan Denton County,
Mayor of the City of Coppell Texas
P.O. Box 478 Map Panel dumber: 480170 0005 C
Coppell, Texas 75019 Effective Date of
this Revision: September 24, 1987
Dear Mayor Duggan:
This is fn reference to a letter dated December 10, 1986, and technical data
submitted by Ms. Shohre Daneshmand, Cfty Civil Engineer for the City of
Coppell, regarding the Flood Insurance Study (FIS) for your community. In her
letter, Ms. Daneshmand requested that the Federal Emergency Management Agency
(FEMA) issue a Letter of Map Amendment (COMA) to incorporate completed channel
and floodplain modifications along Denton Creek. The area of concern for this
request extends from Denton Tap Road to De Forest Road. All necessary materials
to process this request Mere received as of June 29, 1987.
It should be noted that a COMA is issued only to remove the Special Flood
Hazard Area (SERA) designation, shown on the effective Flood Insurance Rate
Map (FIRM), from an area occupied by,a particular structure if it is above the
existing Sase-(100-year) Flood Elevation (BEE). Because this request is based
on a completed channel modification, which results in a reduction in the BFEs
and the 100- and S00-year floodplain delineations along a portion of Denton
Creek, a Letter of Map Revision (COMA) to the EIS, FIRM, and Flood Boundary
and Floodway Map (FBFM) is being issued in lieu of a COMA. A LOMB is needed
to revise the BFEs and 100- and 500-year floodplain delineations along Denton
Creek based on changes in the hydraulic parameters used in the effective EIS,
FIRM, and FBFM for your community.
We have reviewed the submitted data that were prepared by Thzeadgill-Dowdey i ,
]-ssociates, which included the following: HEC-2 hydraulic modeling of pre-
and post-channel modification conditions, dated June 29, 1987= and topographic
mapping, dated September 12, 1986, representing the proposed changes to the
EIS, FIRM, and FBFM. Based on these data the BFEs and 100-year floodway
elevations, and the 100-year (Zone A3) and 500-year (Zone B) floodplains along
Denton Creek have been revised for a distance of approximately 1.6 miles
downstream of Denton Tap Road. This LOMB amends FIRM and FBFM number 480170,
panel 0005 and the FIS text, all of which are dated Pebruary 15, 1984. These
changes are shown on the enclosed flood profile sheets; annotated FIS text
Table 2, entitled •Floodway Data; annotated portion of FIRM panel 0005 C;
and annotated portion of FBFM panel 0005. Please note that the locations
of the Denton Creek cross sections Band C have been revised, as shown on
the enclosures.

Anderson Engineers, Inc., is currently restudying several streams within the
City of Coppell, including Denton Creek; the analyses for the restudied
streams are to be submitted to FEMA by your community for our review. The
analyses will then be used as the basis for a revision to Coppell's FIS, FIRM,
and FBFM. This LOMR will be superseded by the revised FIS, FIRM, and FBFM
based on the Anderson Engineers analyses.
Public notification of this LOMB will be given in The Citizens Advocate on or
about October 9, 1987, and October 16, 198.7. A copy of this notification is
enclosed. In addition, notice of changes will be published in the Federal
Register. We encourage you to supplement this notification by preparing an
article for publication in the community newspaper. This article should
describe the changes that have been made and what assistance the community can
give in providing data and interpreting the maps.
It should be noted that National Flood Insurance Program regulation 44 CFR
60.3(b)(7) requires communities to 'assure that the flood carrying capacity
within the altered or relocated portion of any watercourse is maintained.'
This provision is incorporated into your community's existing floodplain
Management regulations; consequently, responsibility for maintenance of the
codified channel rests with your community.
The revised BFEs are effective as of the date of this letter; however, within
90 days of the second publication in The Citizens Advocate, a citizen may
request that FEMA reconsider the de termination made by this LOMR. Any request
for reconsideration must be based on scientific or technical data. All
interested parties are on notice that until the 90-day period elapses, FEMA's
determination to modify the BFEs presented in this LOMB may itself be modified.
Since this LOMB will not be printed and distributed to users such as insurance
agents and lenders, the community will serve as a repository for the new data.
U1e encourage you to disseminate widely throughout the community the informa-
tion reflected by this LOMlt in order that interested persons may offer new
information or comments.
The determination wade in this LOMR has been made pursuant to Section 206 of
the Flood Disaster Protection Act of 1973 (P.L. 93-234) and is in accordance
with the National Flood Insurance Act of 1968, as amended (Title XIII of the
Housing and Urban Development Act of 1968, P.L. 90-448), 42 U.S.C. 4001-4128,
and 44 CFR Part 65. l1s required by this legislation, a community must adopt
and enforce floodplain management regulations in order to ensure continued
e ligibility to participate in the National Flood Insurance Program. Therefore,
the City of Coppell must enforce these regulations using, at a minimum, the
elevations and zone designations in the SFHAs as shown on your community's
FIRM, including the modifications made by this LOMR.
The nap as listed above and as amended by this letter will be used for all
flood insurance policies and renewals issued for your community.

CHANGES ARE MADE IN DETERMINATIONS OF THE CITY OF COPPELL, DENTON COUNTY,
TEXAS, BASE FLOOD ELEVATIONS UNDER THE NATIONAL FLOOD INSURANCE PROGRAM
On February 15, 1984, the Federal Emergency Management Agency identified
6pecial Flood Hazard~Areas in the City of Coppell, Texas, through issuance of
a Flood Insurance Rate Map.
The Administrator, Federal Insurance Administration, has determined that
codification of the elevations of the flood having c one-percent chance of
occurrence in any given year (base flood) for certain locations in the City of
Coppell, is appropriate. The codified base flood elevations amend the Federal
Emergency Management Agency Flood Insurance Rate Map for the community.
The changes are Cade pursuant to Section 206 of the Flood Disaster Pro-
tection Act. of 1973 (P.L. 93-234), and are in accordance Kith the National
Flood Insurance Act of 1968, as amended. (Title ZIII of the Housing and Urban
Development•Act of 1968, P.L. 90-406) 42 O.S.C. 4001-4126, and 44 CFR Part 65.
The codification to the effective Flood Insurance Rate Map for the City of
Coppell reflects completed channel and floodplafn codifications along Denton
Creek. As a a result, the base flood elevations and the 100- and 500-year
floodplain delineations have been reduced. The revised base flood elevations
for Denton Creek are as follows:
Location
Base Flood Elevation (NGVD)~
Effective Revised
Approximately 1.6 Giles downstream 454 453
of Denton Tap Road'
At Denton Tap Road 462 461
*National Geodetic Vertical Datum

i)nder the above-mentioned l~cts of 1968 and 1973, the ]ldministrator,
Federal Insurance 7ldministration, oust develop criteria for floodplain~man-
aq~ment. In order for the community to participate in the l~atfonal Flood
Znkurance Program, the community will be using the new base flood elevations
to administer the floodplain management measures of the National Flood Insurance
program. These modified base flood elevations will also be used to calculate
the appropriate flood insurance premium rates for new buildings and their
contents and for the second layer of insurance on existing buildings and
contents.
Opon the second publication of notice of these changes in this paper, any
person has 90 days in which he can request through the Chief Iiycecutive Officer
of the community that the 1-dministrator, Federal Insurance lldministration,
reconsider the determination. 11t-y request for reconsideration must be based
on knowledge of changed conditions or new scientific or technical data. 1111
interested parties are on notice that until the 90-0ay period elapses, the
Administrator's determination to abdify the base flood elevations may itself
be changed .
Any person having knowledge or wishing to comment on these changes should
immediately notify:
