The property was platted in 1984. TRANSPORTATION: Royal Lane is a C4D/6 four-lane divided collector built to standard in a 100'-wide right-of-way capable of accommodating a 6-lane divided thoroughfare. Creekview Drive is a C2U two-lane undivided collector built to standard within a 60'-wide right-of- way. SURROUNDING LAND USE & ZONING: North- South - East- West - Vacant; L! Vacant; LI Derse Exhibits; LI Fellowship of Las Colinas Church; Grapevine Item# 9 COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for light industrial/showroom uses. DISCUSSION: The submitted replat allows the creation of new lot in the Freeport North Industrial Park. The applicant must ~dicate on the plat that a 45' variance is being sought for the proposed median opening on Royal Lane. Currently, the site plan shows a median opening spaced at 375', about 45' short of the City's minimum requirement of 420'. Staff's concern with this median opening relates to an existing driveway on the east side of Royal Lane on the Derse Exhibits property. The proposed median opening on Royal Lane occurs immediately south of a bridge. A left-turn lane can not be constructed for the southbound traffic due to the location of the bridge, therefore, creating a potentially dangerous opportunity for those making an unprotected left turn from Royal Lane. After careful review by the Engineering Department, staff can not support the proposed median opening on Royal Lane. The submitted site plan shows 4 separate office/warehouse facilities ranging in size from 25,000 sf to 36,000 sf. Two loading areas are shown in the interior courtyards between the buildings. Building 1 has three loading docks and Building 2 has 4 loading docks. The applicant is providing 516 parking spaces, approximately 222 spaces over code. Despite the extra parking spaces and loading areas, the applicant meets all city codes. The landscape plan shows an attractive landscape treatment of 24" high berms with groupings of Live Oaks and Crape Myrtles interspersed along the tops of the berms along Royal Lane. In addition, a 30" high Burford Holly hedge is being shown to screen the cars from the major collector street. Along Creekview Drive, a 30' wide landscape buffer is proposed with groupings of Live Osk~, Red Oaks, Yaupon Holly trees, Crape and Wax Myrtles, as well as a 30" high hedge of Elaegnus. Staff requests that a reduced berm also be proposed along Creekview Drive. The submitted tree survey shows a number of trees located along Royal Lane, as well as along the western property line that need to be preserved and incorporated in the landscape plan. The building elevations show painted concrete structures with more detailing than the usual warehouse/distribution facility. A random stone veneer is shown at the base of each of the buildings, separated with cast stone detailing, continued by a painted concrete facade. The windows are recessed inward and separated by vertical concrete panels. Within each panel two brick veneer facades and a stucco soffit flank the windows. Interspersed on the upper one-third of each facade are stone veneer insets adding to the architectural design of the structures. Item # 9 RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: The planning staff recommends approval of the repht and the site Plan subject to the following conditions being met: 1) Correct Site Plan to show the total site acreage to be 12.1292 acres. 2) The proposed median opening on Royal Lane will not be allowed because it does not meet the City's minimum median opening spacing of 420'. (See Engineering Department comments) 3) Eastern driveway on Creekview Drive needs to be modified not to exceed 40' in width. (See Engineering Department comments) 4) Provide a berm along Creekview Drive. 5) Modify the Landscape Plan to preserve the existing trees along Royal Lane and along the western property line. The Landscape Architect must sign the submitted plans. 6) On Building Elevation (A4.3) change Elevation 5 to read Building//2 northern elevation. ALTERNATIVES: Relative to the Site Plan: 1) Recommend approval of the request 2) Recommend disapproval of the request 3) Recommend modification of the request 4) Take under advisement for reconsideration at a later date.
