City Engineer Review of the Design Development Phase Documentation
ITEMS OF DISCUSSION
1. After the Introduction of all present, Mr. Mike Cooner stated that the purpose of the meeting
was to review the City's requirements on the above referenced site.
2. Mr. Fred Cawyer reviewed the design of the two (2) story office building and the status of Its
documentation. He requested a clarification of a Note from the' site purchase agreement
Indicating the following restriction:
,Note: BOTH LOTS 9 AND 10 MUST BE FILLED TO MINIMUM ELEVATION WHICH IS NOT LESS THAN
0.5" BELOW THE TOP OF CURB ELEVATION OF MAC ARTHUR BLVD. AT THE CENTER POINT OF
EACH LOT, AND NO SURFACE DRAINAGE SHALL IN ANY WAY AFFECT OR BURDEN LOT NO. 12
AND/OR THE HUNTER TRUSTEE PROPERTY.
Mr. Cawyer stated that In a previous meeting with Mr. Benjamin G. dela Cruz, B.S.C.E. - Engineer
Staff/Coppell Public Works Department on Wednesday - 1 April 1992 O 2:00 pm, he stated that
the drainage In the MacArthur Blvd. and Sandy Lake Road area had been Improved since the

writing of the "deed restriction." He suggested that the land owner further investigate not having
to fill in the site. Because of these encouraging words, the meeting with Mr. Ken Griffin was
scheduled for additional clarification.
3. Mr, Griffin stated that Mr. Cruz was no longer with the City of Coppell. He emphasized that
the City might not hove o problem with not filling In the site per the NOTE, but that they had no
authority and could not supersede over the 'deed restriction.' He suggested that the design team
investigate any and all site restflctions at the County Courthouse.
4. Mr. Griffin stated that he needed a Drainage Plan for the project before he could properly
evaluate the proposed site. He researched the site area for adjacent primary utilities, etc. He
stated that aerial photographs for the tope maps were not up to date ('84/'85) and were being
updated. The new tope Information will be available In August or September 1992.
5. Mr. Griffin stated that he was concerned about how rain water on the proposed Office
Building site would be collected and discharged onto adjacent properties and/or streets, He
encouraged the use of as much the natural drainage pattern as possible on the site.
6. Mr. Griffin agreed to furnish the public records data available on the site. Mr. Norman
Alexander will pick up the documents when available. Mr. Griffin stated that once a Drainage
Plan was available0 he would review the proposal and forward onto the Public Works Department
for their review. The Department typically meets on Thursdays to review such projects.
