Inter-local agreement between the City of Coppell and Dallas County to permit the
City to utilize Dallas County's Annual contract for asphalt road surfacing products
for Coppelt Middle School West Athletic Fields Parking Lot
The parking lot and driveway at Coppelt Middle School West Athletic Complex is in need
of re-surfacing and repair. This re-surfacing of the parking lot was requested by the Parks
and Recreation Board last fall, in its annual update of the 5 Year Parks, Recreation and
Open Space Master Plan. Staff has discussed this project with the Superintendent of
Coppell Independent School District and is developing an inter-local agreement with
CISD to secure their financial commitment for their portion of this project. (See the
attached project plan)
The Parks and Leisure Services Department has been informed by the City Engineering
Department that Texas Government Code (TGC) allows cities to contract with other local
governments for the purchase of goods and services. According to TGC, this satisfies the
requirement of local governments to seek competitive bids for the purchase of such goods
and services. Dallas County has an annual road re-surfacing contract with APAC-Texas,
Inc. for both labor and materials for asphalt road work.
Utilizing the Dallas County contract, APAC-Texas, Inc. will provide the asphalt and labor
with the county providing the concrete treated base (CTB). Mike Martin, Asst. City
Engineer has estimated the cost of the project to be $63,477 and staff recommends a
contingency of $1,523. The city attorney has prepared the attached inter-local agreement
for your consideration and approval. Staff recommends ~mding for this project be a
combination of Park Land Dedication Fees collected for Zone 1, and matching funds from
CISD in an amount not to exceed $65,000.
