Introduction
The purpose of this repo~ is to submit tonnation in support of approvals relating to the City of
Coppcll Floodplain Management Ordinance, The Federal Emergency Management Agency (FEMA),
the Corndot Development Certificate (CDC) process, and the Co~ps of Engineers Clean Water Act
Section 404 (Wetlands).
The project area is south of Sandy Lake Road, and east ofMcArthur Blvd. and consists of fill in the
floodplain with compensating excavation that results in no increase in flood levels and no decrease in
flood storage. The project area consists of two general tracts, a 10-acre and 48 acre tract. Both tracts
contain some floodplain from the Elm Fork of the Trinity River.
City of Coppeil R_equiroments
General
The City of Coppell through a Floodplain Management Ordinance has specific requirements relating
to this projecL The lowest floor of all residential constnwflon must be elevated a minimqln dtwo feet
above the Hood Insurance Study (FIS) base flood elevation or one foot above the design base flood
elevation, whichever is higher. This report has shown fill one foot above the FIS bose flood; asmnming
that residential structures finished floors will be eleva/ed one foot above grade. A check was made to
ensure that this elevation is higher than the design flood plus one foot and higher than the current
Corps of Engineers study in the area.
Hydrologic and Hydraulic Information
A copy of the CityWide Storm Water Management Study for the City of Coppell dated January 1991
was obtained (appendix 1). This document provided the design flood elevations used in this study.
Table 1 is a comparison between all the flood elevations from sources investigated in this study.
The proposed pwject meets or exceeds all the Hoodplain Management Offlinance requirements.

FEMA Effective Information
In order to decide which model to use as the effective condition conh~ct was made with FEMA' s
technical consultant Michacl Baker Jr. Engineers. They agree that the most accurate model would be
the Corps HEC-RAS model currently under review. However, this model has not been officially
approved and can not be considered the effecflve model at this time. The next most earrent model
available is the Floodplain Hydraulics Study Elm Fork Trinity River for Conditional Letter of Map
Revision Request 18.9 Acre Sandy Lake Road Property, Nathan D. Maier Inc., Dallas, Texas July
1996. This model was provided from the City of Coppert. This report used the existing condition
from this model as the effective FIS model.
Hydraulic Information
The project area is modeled by all the studies investigated in the same way. It is blocked from flow
from the Elm Fork of the Trinity by high ground, This means that it is in an ineffective flow area, and
filling Of the site has no impact on the floodplain elevations.
The site can be ~led without alteration of the flood elevations or any other impact except flood
storage, and this has been addressed by offsetting storage compensation.
All required FEMA forms to support a Conditional Letter of Map Revision based on fill are included
in appendix 5.
CDC Information
General
The project area consisting of two tracts, one I O-acre tract adjacent to McArthur Road and south of
Sandy Lake Road, the other tract is a 48-aere triangular site. Both of these Wacts are shown on the
drawing in appendix 7. The project consists of fill in the floodplain with compensating excavation
that results in no increase in flood levels and no decrease in flood storage.
Hydrologic and Hydraulic Information
The two tracts are affected by the flood elevations from the Ell Fork of the Trinity River. However,
there elevations are blocked from the actual flow of the river. The area is in an ineffective flow regime
and thus has no impact on flood elevations as long as storage levels are not reduced. This means that
tilling the tracts has no impact on the flood elevations.
SWrage Determinations
It is impartant to eftret any lost storage created by filling the tract. This is accomplished by
excavating a portion of the TP&L easement on the 48-aere tract. This area is shown on the drawing in
appendix 7. In order to determine the storage on the property before and after the proposed project a
compu~r model was created by describing cross sections through the area. The results of this analysis
are included in appendix 7.

Results
The project site is in an area that receives floodwaters from the Ell Fork of the Tzinity River, but is
isolated fxom the actual flow of the river. Because of this the area can be filled without impact to th~
flood elevations of the river. This report has identified storage mitigation so that there is no net
decrease in flood storage.

Enclosed you will fred a technical report on proposed lmpwvements to Sandy Lake Road on the
Elm Fork - Trinity River. This report, prepared by Halff Associates, Inc. for Dallas County
Public Works Department, contains the technical dam required for issuance of a Conditional
Letter of Map Revision. An analysis of fully developed watershed conditions is also included
as required by the City of Coppell's Flood Plain Ordinance No. 87390, City of Carrollmn's Flood
Plain Ordinance No. 1964, and City of Dallas Flood Plain Ordinance No. 19686. Hard copies
of the required HEC-2 hydraulic models, a diskette containing input dam f~es, and flood plain
and floodway mapping can be found in Appendices A through J. Application/Certification Forms
are included in Section H.
The base hydraulic models utilized for this study are as appmved by FEMA for the City of
Carrollton preliminary FIS update maps published May 27, 1993. The preliminary FIS model
was obtained through the FEMA Project Library and verified through Dewberry and Davis
Consulting Engineers for this FIS update. This flood comrol project is sponsored by Dallas
County and the Cities of Dallas, Carrollton, and Coppell for the public benefit, therefore no
review fee is included as specified in Section 72.5 of the FEMA regulations. If you have any

18.9 acre tract of land located adjacent to Sandy Lake Road. This study report addresses
the floodplain hydraulic analyses performed in accordance with the regulations of the
National Hood Insurance Program (NFIP) as administered by the Federal Emergency
Management Agency (FEMA). The text explains the procedures followed and the results of
the evaluations, supported by ten appendices of technical data.
This is intended as a complete package for review by the City of Coppell (City) and the
FEMA. The required FEMA Application/Certification Forms are provided in Appendix C.

f METHODOLOGY
The floodplain hydraulics are analyzed in this study using computer modeling techniques.
The computer program HEC-2 Water Surface Profiles developed by the Hydrologic
Engineering Center of the COE is used for this purpose (Version 4.6.2; May 1991).
The effective FiS multi-profile and floodway models for the Elm Fork were obtained. These
HEC-2 models are duplicated as the initial step in this study. The duplicate multi-profile
model is provided in Appendix D and the duplicate floodway model in the first part of
Appendix G. As shown in the multi-profile model, the peak flow rates for the project
segment of the Elm Fork are 24,300 cubic feet per second (cfs) for the 10-year flood,
37,100 cfs for the 50-year, 44,350 cfs for the 100-year and 60,400 cfs for the 500-year
flood event. These same discharges are used for all evaluations performed in this study.
The duplicate FIS HEC-2 model is modified first to reflect the existing project site conditions.
The distance from the main channel to the property located in the right (facing downstream)
overbank is determined by scaling from aerial topographic mapping. The ground points
within the segment of the cross section representing the project site are replaced with data
based on field surveys performed by Nathan D. Maier Consulting Engineers, Inc. (NDM CE)
in March 1996. The cross section in the duplicate FIS model located at stream station
9384-10 traverses the Sandy Lake Road Property and is modified as described to represent
existing conditions. The next section in the model is located 3760 feet upstream. These
modifications result in the existing conditions HEC-2 multi-profile model. The input and
output listings for this model are provided in Appendix E.
Modifications proposed for the Sandy Lake Road Property consist of earthwork operations
only. Fill is to be placed in the western portion of the property to reclaim the area for the
ultimate site development. The fill will be placed and compacted to densities acceptable
under the FEMA regulations. The fill will extend upward from the bank of Denton Creek
along the north side of the property on a 4:1 (H:V) slope to a minimum elevation of 447.
On the south side of the property adjacent to Sandy Lake Road, the roadway is to be
improved in the near future and additional right of way expansion into the property is
planned. The location of the proposed right of way is determined from construction plans
obtained from the Dallas County Department of Public Works (County Project No. 91-830,
by Sverdrup Corp.; March 1996). The horizontal location of the fight of way is matched by
the proposed fill to be placed for this project. The top of fill elevation is also adjusted to
match the grades proposed as per the roadway construction plans.
The east and northeast areas of the site are to be excavated. Excavation will be from the
property line on a 4:1 slope, then outward to Denton Creek on a 1.0% slope. The bank of
Denton Creek is to be cut to an elevation of 432. This elevation is based on being one foot
above the crest elevation of Carrollton Dam as determined from the Elm Fork flood profiles
contained in the RS report. This structure is located a short distance downstream of Sandy
Lake Road on the Elm Fork and controls the normal water surface for this section of the Elm

Fork and for Denton Creek. With the one foot provided to the low cut elevation, the
property will not be encroached into by normal or low flow conditions for Denton Creek.
Two small ponds are located in the northeast portion of the ,Sandy Lake Road Property.
These ponds are to be left in their existing condition, with excavation to be terminated along
the perimeters of the ponds at one foot above the normal pool elevation. The ponds will be
protected from sedimentation during construction by placement of silt fences. All disturbed
areas will be restored following construction by re-establishment of native grasses. The
proposed site grading is shown on the Grading Plan in Appendix J.
The section in the existing conditions HEC-2 model is modified to represent the proposed
grading as described above. The resulting proposed conditions HEC-2 multi-profile model
is provided in Appendix F. The cross section located at sheam station 938+10 is plotted,
with existing and proposed configurations superimposed and is contained in Appendix H.
The plan view locations of the sections are shown on the Floodplain Work Map which can
be found in Appendix I.
Floodway models are also derived for existing and proposed floodplain conditions. The
floodway limits for the cross section at stream station 938+10 are based on encroachment
Method 1, as taken directly from the duplicate floodway model. The entire site is located in
the floodway fringe area as defined at this cross section location. The existing and proposed
conditions floodway models are provided in the middle and latter portions of Appendix G,
respectively.

The impacts of the proposed modifications to the Sandy Lake Road Property upon the Elm
l~ork floodplains are analyzed in this study. The 100-year water surface elevations vary from
445.21 at the downstream end of the site to 445.29 at the upstream end. Elevations for the
500-year floodplain range from 446.90 to 446.96. These elevations are essentially the same
for both the existing and proposed conditions as defined in this study. Greater detail is
provided by the Water Surface Elevation Check Table contained within the FEMA Forms of
Appendix C.
The floodplain delineations are shown on the Floodplain Work Map provided in Appendix I.
Based on the existing floodplain conditions defined in this study, 3.7 acres of the site are
above the 100-year floodplain, while the entire existing site is inundated by the 500-year
flood event. With the proposed grading implemented, 11.4 acres of the Sandy Lake Road
Property are removed from the 100-year floodplain and 11.0 acres are above the 500-year
floodplain elevation. The changes to the FIRM that result from the proposed project are
shown in the latter part of Appendix B.
The entire project site is outside of the regulatory floodway based on the floodway limits at
stream station 938+10 in the duplicate FIS floodway model. However, based on the plan
view projection of the floodway limits from the FIRM, the northeast and northern parts of
the property are located within the floodway, as shown on the Floodplain Work Map in
Appendix I. The next section in the effective FIS floodway model is located over 3700 feet
upstream from the section at 938+10; far beyond the project site limits. Also, the majority
of the site that is within the projected floodway limits is to be excavated, which will increase
the conveyance available within the floodway.

The project area consisting of two tracts, one 10-acre tract adjacem to McArthur Road and south of
Sandy Lake Road, the other tract is a 48-acre triangular site, Both of these tracts are shown on the
drawing in the appendix. The project consists of ~H in the floodplain with compensating excavation
that results in no increa~ in flood levels and no decrease in flood storage.
Hydrologic and Hydraulic Information
The two tracts are affected by the flood elevations from the Elm Fork of the Trinity River. However,
theso elevations are blocked fxom the actual flow of the river. The area is in an ineffective flow regime
and thus has no impact on flood elevations as long as storage levels are not reduced. This means that
filling the tracts has no impact on the flood elevations.
Storage Determinations
It is important to offset any lost storage created by filling the tract. This is accomplished by
excavating a portion of the TP&L easement on the 48-acre tract. This area is shown on the drawing in
the appendix. In order to determine the storage on the property before and after the proposed pwjoct a
computer model was created by describing cross sections through the area. The results of this analysis
are included in the appendix.
Results
The project site is in an area that receives floodwaters from the Elm Fork of the Trinity River, but is
isolated from the actual flow of the river. Because of this the area can be filled without impact to the
flood elevations of the river. This report has identified storage mitigation so that there is no net
decrease in flood storage.

the CDC Manual.
To initiate the Corridor Development Certificate (CDC) permit process, the developer
should first contact the local government (City) for a pre-permit conference. The
CDC/F!oodplain Administrator of that local government determines whether the project
lies within or partially within the Regulatory Zone. If the project lies completely outside
the RegulatonJ Zone, the CDC/Floodplain Administrator is not required to take any
further action beyond making this determination; no forms are required to be subnfftted
and the CDC process ends at this point.
ff the project lies within or partially within the Regulatory Zone and there is a possibility that a
CDC permit might be granted, the CDC Process must be followed. The Applicant should fill out
Parts 1 and 2 of the Standard CDC Form and submit it to the CDC Floodplain Administrator
unless the Applicant is seeking an exemption, in which case the Applicant must only complete
Part 1. ff the CDC/Floodplaln Administrator decides at any time to deny a CDC permit, tile CDC
Process can be terminated.
Information provided by the Applicant herein will be used by the City/County to evaluate tiffs

Hydrololic and Hydraulic Data
Design discharges for the 100-year and Standard Project Flood storm events shall be based on
urbanization consistent with a "Future Conditions with CDC" Scenario or on supplexnental data
provided by the USACE, whichever discharge is larger. (See Table I in Appendix B.) The
Applicant should identify these design discharges, including source and date, in the "100 Year
Flood Event" and "SPF Flood Event" tables in Part 2 #3.
Hydraulic calculations shall be continued for a distance great enough upstream and downstream
of the project to verify that water surface elevations are not raised by the proposed hydraulic
modifications (spaces are provided in the "100 Year Flood Event" and "SPF Flood Event" tables
in Part 2 #3 to list water surface elevations for a number of points upstream and downstream).
Elevation data should be computed considering full cross-section widths across the river or
creek.
Storage data for pre-project and with-project conditions (Part 2 #3) shall be developed within the
project borders alone and considering full cross-section widths across the river or creek. Storage
change is to be considered "on-site" (i.e., within upstream and downstream limits of the
discharge reach.) Compensating valley storage for a proposed activity can also be provided at
another site if the USAGE recognizes and approves the "off-site" valley storage. In addition, if
any valley storage is lost elsewhere due to the project, storage change shall be addressed on a
cross-section width basis, with change based on the original "on-site" storage.
