Supplementary Conditions to the Standard General Provisions
Dear Mr. Griffin:
As you requested in our review meeting for the Village Parkway Ground Storage Tank No. 2 Project, we have
revised the City' s Supplementary Conditions to the Standard General Conditions of the Construction Contract
( No. 1910-8, 1983 ed). The Supplementary Conditions were modified to amended the Noah Central Texas
Council of Governments, Specifications for Public Works Construction, General Provisions.
We are submitting the modifications in mark -up form for your review. Our procedure for the modifications
was as follows:
1. Review the original articles of the EJCDC General Conditions for intent.
2. Review the City's modifications to the EJCDC General Conditions for intent.
3. Review the NCTCOG General Provisions for intent.
4. Modify the City's Supplemental Conditions to correspond with the NCTCOG Specifications,
keeping the intent of the original modifications to the EJCDC General Conditions.
As intent is somewhat subjective, our interpretations may not be exactly what the City of Coppell had in mind.
Consequently, a careful review of our recommended modifications is suggested. Please indicate any
additional changes the City may require directly on the mark-ups (possibly in a different color marker).
We have not started our typing of these mark-ups and do not expect to do so until we receive your comments
or acceptance. However, we are submitting the project plans and specifications, along with a draft letter to
Howard Pafford, for his use in making the necessary submittals the Texas Natural Resource Conservation
Commission for their review process. The proposed changes under consideration in the Supplementary
Conditions and General Provisions of the specifications should have no bearing on the TNRCC's technical
review.

For your information and use, we are also submitting a copy of the City of Plano's Special Provisions to the
General Provisions of the NCTCOG Standard Specifications. These modifications were last updated in 1991
by PIano and have been used successfully on many of our projects. We have also used these same Special
Provisions, with some minor revisions, on several projects in the Cities of Cedar Hill and Red Oak. You may
want to consider using Plano's modifications as a basis for the City of CoppeWs Special Provisions.
Please keep in mind that we have established our first advertisement date for this project as April 7, 1995. We
would like to have all issues related to the specifications resolved prior to that date. We are available to
discuss this project further at your convenience.
