Village Parkway Ground Storage Reservior No. 2
Dear Mr. Barbarisi:
As we discussed by telephone on August 28, 1996, we understand Natgun intends to complete the work on the
Village Parkway Ground Storage Tank No. 2, utilizing your subcontractors and without the benefit of a
Natgun Corporation representative on the project site.
Your revised project schedule indicates that as many as four subcontractors may be on the project site at any
given time. It is the City' s position that coordination of the subcontractors' efforts must be performed by an
on-site project superintendent who is capable of reading the plans and specifications. In addition, the
superintendent shall have full authority to execute orders or directions and to promptly supply such materials,
equipment, tools, labor and incidentals as may be required. Most importantly, the superintendent shall be
responsible for the supervision of all work performed by the subcontractors at all times.
In our letter to you dated June 7, 1996, we asked that you provide a full time project superintendent that would
remain on site until the completion of the project. We again hereby direct Natgun to provide a competent
superintendent on the project at all times as required by Items 1.22.3 and Item 1.30 of the Standard
Specifications; and Section 2.13 of the Specific Project Requirements.
Further, the contract documents require that each subcontractor provide certificates of insurance meeting all
the project requirements as the general contractor. We have reviewed our files and do not find certificates for
the subcontractors you have listed in your revised project schedule. Please immediately provide certificates
for any subcontractor which you intend to have on the project site to complete this project.
We and the City of Coppell look forward to the timely and satisfactory completion of this final phase of the
project.
