Gentlemen:
The City of Coppell expected that the Village Parkway Ground Storage Reservoir No. 2 would be in service
no later than May 18, 1996. As of June 6, 1996, the project was incomplete and the City was forced to place
the ground storage tank into service. This action was taken in order to provide a safe and reliable water
supply to its citizens during critical summer time demands. Prior to the tank being disinfected and filled, a
walk through was conducted on the interior portion of the ground storage reservoir. The walk through was
not intended as final inspection as noted in our letter dated May 15, 1996.
Following the walk through, the elliptical manway cover was installed with some deficiencies that require
correction. The hinge attached to the wall panel and the manway cover was placed at an elevation that does
not permit the proper operation of the manway cover. Currently the cover must be pried with a lever in an
upward motion in order for the manway to be sealed.
Please provide us your plan and schedule for correcting the problems with the manway cover. The City
requires no less than two weeks notice of the scheduled repairs before taking the tank out of service. After the
repairs are made, a final inspection of the interior of the tank will be performed. Following the inspection,
Natgun shall clean and disinfect the tank so that the City may begin the refilling process.
We trust that Natgun will provide the necessary manpower and materials to perform the repairs and a
representative for the final inspection of the interior of the tank. If you have any questions concerning these
