I have reviewed your fax of February 13th and Steve's draft
letter to Mr. Acker. As we discussed with Steve, it appears to
properly express the position of staff based on the fact that the
Impact Fee Ordinance did not go into effect until after approval of
the impact fee ordinance. Let me know if Gateway continues to
contest this position.
