Dear Mr. Davis:
This letter is in response to your correspondence dated January 28, 1991. Punch list
item number 35 requires a section of the installed yellow traffic buttons to be replaced with
City approved white traffic buttons. The traffic buttons in this area were originally installed
in non-compliance with the approved drawings. This was brought to the Contractors
attention by the City of Coppell during the walk through. The Contractor proceeded to
correct this matter that same day at which time he suggested that the design was not typical.
Both yourseff representing the City of Coppell and Michael Johnson of Halff Associates
were present at the time the yellow buttons were being placed. At this time Michael
Johnson stated that the drawings were approved by the SDHPT and the City of Coppell.
The Contractor replaced the traffic buttons in this area to conform to the approved
drawings.
There are several issues concerning this matter which should be brought to your
attention:
1. We feel that this comment is very untimely and should have been addressed
during the design phase.
2. The drawings were approved by the City of Coppell and the Texas State
Department of Highways and Public Transportation (SDHPT).
3. If these buttons were not going to be allowed by the City of Coppell the
Contractor and Engineer should have been informed of this prior to their
installation.
4. This section of roadway has been accepted by the SDHPT. (Please find a
copy of the acceptance letter attached).

The City of Coppell had adequate time both during the design phase and the
construction phase to require a change in the color of the buttons to be used. It is not our
position to deviate from approved drawings unless a contingency of construction is observed
and such deviation is approved by the City or specifically directed by the approving City.
Neither of these situations occurred during the placement of the traffic buttons in question.
We feel that if a change in color is required at this date it should be the responsibility of the
City of Coppell.
Observation 2 and 3 from your correspondence dated January 28, 1991, requires some
clarification. We feel these comments should have been received and addressed during the
design phase. In fact these same observations were made by the City Staff and addressed
by Halff Associates during the review process. The median nose locations, as designed, meet
the requirements of AASHTO Geometric Design of Highways and Streets minimum turning
path for a WB-50 design vehicle.
Again there are several issues concerning this matter as follows:
1. The nose locations were approved by the City of Coppell.
2. During the design phase and approval process it was requested by the Owner
that medians not be required on Gateway Boulevard due to the effect on
truck traffic and maneuverability.
3. Damage to median noses and increased costs to maintain these areas was
discussed with City Staff and Council during the design and approval process.
4. Due to aesthetic considerations the owner was directed by the City of Coppell
to install a median at this intersection.
We can not and will not guarantee that thc median will not effect truck traffic or be
damaged by this traffic. The median noses are placed properly to provide guidance and
separation of vehicular traffic through the intersection and are designed in accordance with
the geometric design path referenced previously.
Please notify us as soon as possible with your response to the items addressed. The
remainder of the punch list items have been completed or are being completed by the
Contractor at this time.
