Goram, Director of Public Works RE: City Wide Storm Water Management Study for the City of Coppell, Letter from T. Weldon Davis (September 26, 1990) Staff has reviewed the above reference, and both items are being addressed in the study. A floodplain study report has been submitted to City by Albert H. Halff & Associates, Inc. for Park West Commerce Center regarding the referenced drop structures and this report is presently under review by Staff. The half-study recommends the installation of the drop structures. It is Staff's recommendation that the contiguous property owners to Grapevine Creek share in the cost of construction. Item two, concerning undersized storm sewer systems at Freeport Parkway and Southwestern Railroad, as mentioned--.above, are presently being reviewed and will be a part of the study .once finalized. Concerning the comment of adequate water and sanitary sewert the Water and Wastewater Master Plans, presently being performed by Ginn, Inc., will identify improvements needed in both these systems with Staff's recommendation for prioritization. Box 478 Coppell, Texas 75019 Re: Citywide Storm Water Management Study for the City of Coppell, Draft - July 3, 1990 Dear Mr. Ratliff: We have recently completed our review of the referenced ztudy and its relationship to our Gateway Business Park. As we interpret the study, it seems to be very general and vague regarding required improvements and related funding for the improvements. Two (2) items partially addressed in the study have a direct impact on our project. ~ese items are: 1. Drop structure and channel improvements for Grape~ne Creek 2. Undersized storm sewer system constructed by the City o(Coppell in conjunction with the Freeport Parkway construction project Both of these items were discussed in meetings between our staff and several representatives of the City of Coppell, yourself included. On March 14, 1990, a letter from Albert H. Halff Associates, Inc. to Russell Doyle, City Engineer, City of Coppell, specifically addressed these issues. We have proceeded with development of Gateway Business Park with assurances of the City of Coppell's commitment to provide adequate trunk main facilities, ~ncluding water, sanitary sewer and storm sewer, to facilitate the development of not only our project but the overall development of southwest Coppell. We realize that this study is not a design report, however we see these items as a major concern to development in the area, ours and others. Keeping ~ mind the commitments made to provide support services for our project, we request that both items be completely addressed in the Storm Water Management Study and that a final resolution he"developed immediately. As I am sure you are aware, the continued deferral of solution to controlling the flow of Grapevine Creek (drop structure and channel improvements) impacts F.E.M.A.'s approval of the project and continues to erode properties along the creek thereby injuring the landowners and reducing ultimate tax values to the City.
