Geotechnical Investigation
Proposed At-Grade Water Storage Tank

Dear Mr. Griffin:
In accordance with our meeting of January 03, 1994, we are pleased to submit the following cost
estimate for geotechnical engineering services on the above referenced project.
We understand that the proposed project consists of an at-grade water storage tank to be located
near the northeast corner of MacArthur Boulevard and Sandy Lake Road. As discussed, to your
knowledge, an existing tank west of the proposed site is performing well from a structural
standpoint. Consequently, consideration should be given to utilizing a similar foundation as an
alternative.
It is our understanding the existing storage tank is supported on piers with a slab supported at
grade. Based on this information, requirements for this geotechnical investigation will include
design parameters for a pier foundation and a slab supported at grade. Recommendations for
an integral slab and grade beam foundation will be provided if soil conditions warrant this
system to be a feasible alternative. As recommended, three (3) borings will be advanced in the
proposed tank area. Based on our telephone conversation with Mr. Nick Legatos of The Preload
Company, contractor for the first tank, piers for the existing tank were drilled to as deep as
thirty-eight (38) feet and relatively shallow groundwater was encountered. Consequently, we
recommend advancing our test borings to a depth of forty-five (45) feet.

We anticipate that the following drilling and laboratory tests will be required:
Intermittent Sample Borings
(approximately 135 total linear feet of borings)
4 to 6 Atterberg Limits Tests and/or Percent Passing a No. 200 U.S. Sieve
10 to 16 Moisture Content Determinations
30 to 40 Field Standard Penetration Tests and/or Unconfined Compressive Strength Tests
0 to 2 Pressure and/or Free Swell Tests
This proposal is based on the assumption that the site is accessible to truck mounted drilling
equipment.
Soil sampling in cohesive soils will be performed with thin wail Shelby tubes in generai
accordance with ASTM D1587. Granular or hard soils/rock will be sampled with a split spoon
sampler in generai accordance with ASTM D1586. Soil samples will be extruded and sealed
at the site and transported to our laboratory for testing.
Groundwater levels in each boring will be measured at the completion of each boring and at the
end of the working day.
A laboratory testing program will be assigned by a geotechnicai engineer to meet the particular
needs of the project after visuaily examining soil samples collected. Using periodicaily
caiibrated equipment, our experienced laboratory technicians will be performing the anticipated
tests listed above.
A written engineering report will be prepared by a registered engineer with expertise in
geotechnicai engineering. The report will include the following findings and recommendations:

These services will be performed in accordance with our standard fee schedule. Based on
information presently available and our experience, the estimated cost of this investigation,
including three (3) borings, will be $2,700.00. This cost includes a meeting to discuss our
findings (if desired) at the completion of our investigation . Supplemental meetings and/or

recommendations not included in the original anticipated scope of work may be assessed using
our standard rates. If near surface soft soils are encountered and consolidation testing and
settlement analysis is recommended, consolidation with hysteresis tests can be performed for
$300.00 each. The cost for consolidation testing would be in addition to the $2,700.00
estimated cost of the investigation. This additional testing would not be performed without prior
authorization.
We anticipate 1% to 2¼ weeks for completion of this investigation, weather permitting. If
consolidation testing is necessary, we anticipate three (3) to five (5) weeks for completion of the
investigation.
We understand that we have been selected for this project and therefore, when providing this
estimate, are not in violation of the engineering laws governing procurement of professional
engineering contracts with public entities.

THE CLIENT
The client and/or his architect and/or his engineer shall provide the
Geetechnical Engineer with all information concerning the site which is the subject
matter of this contract specifically including but not limited to geetechnical
information testing reports, site plan, utility easements and locations and building
locations and other such information which would be of benefit to the Geotechnical
Engineer in preparing and/or completing its work. The Geetechnical Engineer shall
have the right to rely upon the accuracy of the information provided in performing
its service.
RIGHT OF ENTRY
The client will provide for right of entry of the Geetechnical Engineer and
all necessary equipment, in order to complete the work.
While the Geetechnical Engineer will take all reasonable precautions to
minimize any damage to the properly, it is understood by the client that in the
normal course of work some damage may occur, the correction of which is not pa~
of this Agreement.
In the prosecution of his work, the Geotechnical Engineer will take all
reasonable precautions to avoid damage or injury to subteerancan structures or
utilities.
The client agrees to hold the Geetechnical Engineer harmless for any
damages to subterranean structores which are not called to Geetechnical Enginccr's
attention and correctly shown on the plans furnished which Indemnity Agreement
shall specifically protect the Geetechnical Engineer.
SAMPLES
Geetechnical Engineer will retain all soil and rock samples for thirty (30)
days. Further storage or transfer of samples can be made at owner expense upon
written request.
INVOICES
Geetechnical Engineer will submit invoices to the client monthly and a
final bill upon completion of services. Payment is due upon presentation of invoice
and is past due thirty (30) days from invoice date. The client agrees to pay a finance
charge of one and one-half percent (11/2%) per month, or the maximum rate
allowed by law, on past due accounts, whichever is less.
Service performed by the Geetechnical Engineer under this
Agreement will be conducted in a manner consistent with that level of care and
skill ordinarily exercised by members of the profession currently practicing
under similar conditions. No warranty, express or implied, is made.
The client recognizes that subsurface conditions may vary from those
encountered at the location where borings, surveys, or explorations are made by
the Geotechnical Engineer and that the data, interpretations and
recommendations of the Geetechnical Engineer are based solely on the
information available to him. The Geetechnical Engineer's responsibility shall
be to develop data, interpretations and recommendations in a reasonably prudent
manner exercising the care and skill noted in the preceding paragraph. The
Geetechnical Engineer shall not be responsible for the interpretation or use by
others of the information developed.
INSURANCE
Geetechnical Engineer agrees to indemnify and save the client
harmless from and against any loss, damage, or liability arising from any
negligent acts by Geetechnical Engineer, his agents, staff, and consultants
employed by him. The Geetechnical Engineer shah not be responsible for any
loss, damage or liability beyond the amounts, limits, and conditions of
Geotcchnical Engineer's insurance. The Ge, otechnical Engineer shall not be
responsible for any loss, damage, or liability arising from any acts by the client,
his agents, staff, and other consultants employed by him.
TERMINATION
This Agreement may be terminated by either party upon seven (7)
days written notice in the event of substantial failure by the other party to
perform in accordance with the terms hereof. Such termination shall not be
effective if that substantial failure has been remedied before expiration of the
period specified in the wriugn notice. In the event of termination, Geetechnical
Engineer shall be paid for services performed to the termination notice date plus
reasonable termination expenses.
In the event of tetminetion, or suspetmion for more than three ('3)
months, prior to completion of all reports contemplated by this Agreement,
Geetechnical Engineer may complete inch analyses and records as are necessary
to complete his files and may also complete a report on the services performed
to the date of notice of termination or suspension. The expenses of termination
or suspension shall include all direct costs of Geetechnical Engineer in
completing such analyses, records, and re, ports.
OWNERSHIP OF DOCUMENTS
ASSIGNS
All reports, boring logs, field notes, laboratory test data, calculations,
estimates, and other documents prepared by the Gentechnical Engineer, as
instruments of service, shall remain the property of the Geetechnical Engineer. It
is specifically undemood and a~ that all reports, boring logs, field data, field
notes and laboratory test data, calculations, estimates, and other documents were
prepared at a specific time and under a specific set of criteria for use by the client GEE CONSULTANTS, INC.

The client agrees that all reports and other work furnished to the client or
his agents, which are not paid for, will be returned upon demand and will not be
used by the client for any pufpose whatsoever.
The Geetechnical Engineer will retain all pertinent records relating to the
services pcrfortnod for a period of five (S) years foBowing submission of the report,
during which period the records will be made available to the client at all reasonable
times.
Neither the client nor the Geoteclmical Engineer may delegate,
assign, sublet or transfer his duties, data generated by this investigation, or
interest in this Agreement without the written consent of the other party.

DISPUTES
In the event that a dispute should arise relating to the perfornmnce of the
services to be provided under this Agreement, and should that dispute result in
litigation, it is agreed that the prevailing party shall be entitled to recover all
reasonable costs incurred in the defense of the claim, including staff time, court
costs, attorneys' fees, and other claim-related expenses.
