The Scope of Services enumerates the essential elements that the City will be evaluating prior to selecting a firm to negotiate a contract with. Also, attached you will find a general layout of the location of the Second Ground Storage Tank and some of the peripheral improvements to be included with the design. Five copies of the statement of qualification should be submitted to and received by the Eneineerinl/Department no later than 5:00 p.m., Friday, March 25. 1994. The actual review of the proposals and the selection of the firms will be conducted during the time frame of March 28, 1994 through April 15, 1994. If the selection process stays on schedule, the contract for the design of the Second Ground Storage Tank could be awarded to a consultant at the April 26, 1994 City Council meeting. As I am sure you are aware, the statement of qualifications should contain no information relative to the cost for the design of this project. All cost information will be negotiated with the consulting engineering firm that, in the City's opinion, will provide the best service to the City in the design of the project. If the City cannot negotiate a contract with that firm, then we will move to the next qualified, and so forth until a negotiated contract can be arrived at. The City of Coppell is seeking statement of qualifications for the engineering design associated with the Second Ground Storage Tank. The statement of qualifications should contain, but not be limited to, the following information: 1) 2) 3) 4) 5) A summary of the essential elements of the design, including a completion schedule for each element. The technical approach to accomplish the objectives for the assignment. The experience, on projects of a similar nature, of the consultant and the personnel assigned to the project. A management plan, including identification of the project manager and key personnel assigned to the project. Background information on the people that will be working on the project should be included. A list and status of current activity in the City. The list should include all public or private work within the last year and the last public or private project ever in Coppell, regardless of when it was designed. It is important to note that if you are currently involved in the private side of design within the City of Coppell then you are not eligible to be considered for the design of this project based on provisions contained in the City of Coppell Home Rule Charter. Project Information: According to the Water System Master Plan, the project will essentially consist of the construction of an additional Ground Storage Tank at the Village Parkway Pump Station. To provide sufficient storage to meet the peak hour demands on the water system, the tank will have a capacity between four and six M.G. Along with the actual design of the Ground Storage Tank, modifications will be made to the pump station. These are enumerated on the attached site plan but basically consist of: the installation of pump number 4; variable control motor pumps on Pump #3 and #4; secondary low voltage electrical connections; emergency generator and telemetry modifications. The construction of the access to the site will also be a part of the design contract. -- 'r The Scope of the Work will be as follows: 1) 2) 3) 4) 5) 6) Obtain and utilize all existing dam. This includes geotechnical information currently being obtained by the City of Coppell through the firm of GEE Consultants, Inc. Perform all necessary field surveys to accomplish the required design of the project. This will include establishment of vertical and horizontal control. Prepare cost estimates for the project. Design and prepare construction drawings and specifications for the project. Assist in the preconstruction bidding, review, and award of a construction contract. Upon completion of the project, provide a set of reproducible as-built drawings. The Evaluation Criteria: All statements of qualifications will be thoroughly evaluated by the City, after which negotiations will be initiated with the City's first choice. If negotiations fail to produce an agreement, negotiations will cease and the City's second choice will be notified and so on, until the City can come to an agreement with an acceptable consultant. The contract will be awarded to the responsible firm whose Statement of Qualifications is determined to be the most advantageous to the City considering, but not limited to, the following factors: 1) 2) 3) 4) 5) 6) 7) Understanding of the project. Ability to complete the project in a timely manner. Qualifications of personnel assigned to the project. Qualification of the firm in regards to designs of this nature. Type of services proposed. The firm's prior experience with projects of this type. The City's past experience with the firm.
