Atlanta, GA 30308-1123 Waiver of Roadway Impact Fees Gateway Business Park, Replat of Block 2 (Havertys Furniture) Dear Mr. Schmidt: The City of Coppell has received and reviewed your request for a waiver of Roadway Impact Fees pursuant to the development of the Havertys Furniture Store in the Gateway Business Park. Let me state that you are correct in assuming that there could be some wavier of Roadway Impact Fees. Based on the roadways constructed, that waiver would be 50 % or 75 % of the total required impact fees. Before the City can make it final determination and expedite this request, the following information is needed: 1) Information should be provided from Catellus outlining the actual cost of the roadway and the cost of the associated fight-of-way with the roadway. That breakdown of cost provides the City with a basis for establishing a "bank" to allow offsets credits against Roadway Impact Fees for the various developments within the Gateway Business Park; and 2) Catellus should provide an assignment of a portion of the "bank" to Havertys Furniture Company. The only roadways that are eligible for an offsetting credit are roadways that are identified on our Thoroughfare Plan or collector roads that connect various thoroughfares. Therefore while you are constructing a cul-del-sac on this site, the construction cost and right-of-way associated with that cul-de- sac is not eligible for any offsetting credit to the roadway impact fees. In summary, let me state that you are eligible for either a 50% or 75 % reduction in your Roadway Impact Fees depending on the information to be provided to the City by Catellus concerning the construction of the roadways.
