that the contrac-'lrn~.or the above'referenced project be allowed to close Cotton Road during
the construction of utility crossings and the pavement realignment for Cotton Road. We feel
that this action is warranted for the following reasons.
1. During the pavement realignment of Cotton Road approximately 1000 feet of
Cotton Road will be removed, re-aligned and replaced by intersecting Cotton
Road with proposed Gateway Boulevard/Southwestern Boulevard and the
connection of Gateway Boulevard/Southwestern Boulevard with existing
Cotton Road to the west. In order to replace this section of Cotton Road the
existing pavement must be removed due to the crown in the existing street
section. The contractor has indicated that this section will require
approximately three (3) weeks to perform the construction and testing in
order to open the roadway to traffic.
2. The utility crossings for Cotton Road include 90 L.F. of 2 x 60-inch Class III
RCP storm sewer pipe, 75 L.F. of 8-inch PVC sanitary sewer pipe and 132
L.F. of 12-inch water pipe. The cost to dry bore these crossings based on the
Bid unit prices received on this project is $78,637.00. The cost to install these
crossings by open cut, including removal and replacement of the existing
pavement, is $34,263.00; for a difference of $44,374.00. The time required to
perform this work by open cut methods and open the road to traffic would be
approximately two (2) weeks.

3. The safest and most efficient way to perform any construction activity across
or adjacent to an existing roadway is to close the roadway during construction.
Currently this roadway has an extremely light traffic load serving from 2 to 10
vehicles per hour based on visual counts at various times during the day. The
property lying on each side of this roadway is vacant. Both Freeport at the
east end of the roadway and Royal Lane at the west end of the roadway
provide full access to L.B.J. Freeway. L.B.J. to the south and Bethel Road to
the north provide cross access between Royal Lane and Freeport Parkway.
4. We have contacted Mr. Terry Glidewell, Fire Marshal, to verify that the
dosing of Cotton Road would not adversely effect emergency services.
Mr. Glidewell stated that the closing of Cotton Road is acceptable and
requested that we notify him of the dates to be closed and the activity that will
be taking place.
We feel that the most efficient and safest alternative to this construction is to install
the utility crossings by open cut and to close the roadway to traffic during construction for
a maximum of fourteen (14) days for utility construction and twenty-one (21) days for
pavement construction. Emergency services would not be affected by this closing. The
effect on traffic would be minimal due to the extremely light traffic load, the available
alternative routes, the fact that the property adjacent to Cotton Road is vacant, the majority
of the property along Royal Lane is vacant, the property along Freeport Parkway between
Southwestern Boulevard and IH 635 is vacant and Cotton Road does not extend across
either Royal Lane or Freeport Parkway.
