Dear Mr. Goram:
We have reviewed the plans and enclosed submittal to the State
Department of Highways and Public Transportation. It is our
recommendation that you forward the attached plans to the
District 18 office of the SDHPT with the enclosed transmittal
letter prepared by Albert H. Halff Associates, Inc.
We have also reviewed the June 5, 1990 letter to you from Albert
H. Halff Associates, Inc. regarding the installation of the
double 60" RCP across Cotton Road. The issue of whether or not
to require the installation of these pipes by dry bore depends on
whether or not the road can be closed or partially closed during
installation of the pipe. If it is feasible to close one or both
lanes on Cotton Road then the less expensive open cut method can
be considered. If it is not feasible to close all or part of
Cotton Road then the pipes must be installed by some method which
involves tunneling, boring, or boring and jacking. Dry boring is
the only method currently approved in the City of Coppell for
this kind of work.
Please inform us of your preference in this matter and we will be
happy to respond to Albert H. Halff Associates, Inc.

Please find enclosed 3 sets of construction drawings for SDHPT approval. Please
submit two sets of the drawings to the SDHPT and retain one set for your files. The
drawings have been revised as requested by Mr. John Blain in our meeting on Thursday.
Also please find enclosed a sample letter of traxlsmittal to the SDHPT for your use.
As we discussed on the phone today, this project does not deal with the Gateway
Boulevard Royal Lane intersection and the previous city council approval for the Gateway
Boulevard alignment and roadway width through this project is adequate for submittal to the
DSHPT.
Please notify me as soon as possible if this understanding is incorrect or if the City
Submittal to the SDHPT will be delayed for any reason. The timely submittal and SDHPT
approval of the Cotton Road intersection is critical in keeping this project on schedule.
Please note that the address on the sample letter is the delivery address. If possible,
I would request that the submittal be delivered to the SDHPT. We will be more than happy
to provide the delivery service.

Dear Mr. Huffman:
Please find enclosed two sets of the above referenced design drawings for your review
and approval. Halff Associates has made the revisions requested, in our meeting with Mr.
John Blain and Mr. Leroy Wallen, on Thursday, June 7, 1990.
The City of Coppell agrees with these plan changes and approves the paving
relocation as shown on Sheets P-1 and P-4, dated February 1990, revised June 8, 1990.
The City of Coppell will accept the maintenance of 4~ Cotton Road4nd Gateway
Boulevard paving within the SDHPT right-of-way east of Station 10+71.02 as shown on
Sheet P-1. The traffic control for this section of the project will consist of closing Cotton
Road to through traffic from Freeport Parkway to Royal Lane during construction.

Final Construction Drawings
Dear Steve:
Please find enclosed '(2) sets of the above referenced construction drawings. Also
please find attached the set of City review comments. All comments have been addressed.
We have submitted one set of the drawings to Mr. John Karlsruher, with Ginn and
Associates. The landscaping and irrigation plans are being submitted under a separate
cover by the landscape architect for this project.
Although we have revised the plans to indicate that water, sanitary sewer and storm
sewer improvements crossing the existing streets are to be installed by dry bore we would
ask that this be reconsidered, especially in the case of the double 60-inch RCP storm sewer
crossing Cotton Road shown on sheet SS-2
Changing the installation from open cut methods to a dry bore will greatly increase its
cost.
