Final Plat
Dear Taryon:
This letter is in response to the meeting between the City of Coppell City
Staff and Albert t~_. Halff Associates Friday, September 25, 1987, concerning
the Gateway Park at Coppell project.
1. Gateway Boulevard
The City staff has questioned the proposed size of Gateway Boulevard.
Gateway Boulevard as proposed on the approved preliminary plat, is a
four-lane divided minor thoroughfare within an 85-foot right-of-way.
Due to the proximity of Gateway Boulevard to Grapevine Creek and
existing Airline Road providing limited lot depths, we cannot afford to
lose any additional land to right-of-way for Gateway Boulevard. We
wish to request a variance to the City of Coppell Comprehensive Plan
showing proposed Gateway Boulevard as a major thoroughfare.
2. Grapevine Creek
The City staff has questioned the dedication of Grapevine Creek to the
City of Coppell in fee title.
a. Grapevine Creek is a major drainageway through the City of
Coppell. This drainageway has been improved through this project
and consists of a 300-foot wide channel section with 3:1
sideslopes. Due to the size and importance of Grapevine Creek as
a major drainageway through the City of Coppell we wish to
dedicate this area to the City of Coppell in accordance with The
City of Coppell Subdivision Ordinance Appendix A Section 2.
Paragraph 4 subparagraph b(1) "... The area of the floodway
shall be provided as a park or floodway management area .... " We
believe that all provisions for this dedication have already
occurred when the channel was constructed with the approval and
acceptance by the City of Coppell and the dedication of a
drainage easement for the channel on the previously unfiled plat
of Gateway Business Park. We only wish to reconfirm this
dedication on this plat.

3. Landscaping:
The landscaping of the medians is to be constructed upon completion and
acceptance of each phase of Gateway Boulevard. This landscaping will
be completed in accordance with approved drawings by the City of
Coppell.
Landscaping of the parkways shall be completed as the individual lots
are developed, due to the probability of the parkway landscaping being
damaged by the site development. A note to this effect has been added
to the final plat.
At this time there are uo common landscape areas proposed for this
development.
4. The City staff has requested the construction of a 12-inch water line
along Beltline Road between Southwestern Drive and Airline Drive.
There presently exists an 8-inch City of Coppell water line in this
area. We do not feel that it is our responsibility to upgrade this
line to a 12-inch line. As a part of this project, we are installing a
12-inch line from Southwestern Drive to Airline Drive along proposed
Metro Drive approximately 800 feet west of Beltline Road.
5. Assessment for Thoroughfare Improvements.
The City staff has indicated that escrow funds will be required for
improvements to Southwestern Drive and Cowboy Drive. We have not beeu
notified as to the timing or the cost of these improvements.
Item One and Three are requests for variance from the City of Coppell
Subdivision Ordinance and Comprehensive Plan and have been noted on the
Gateway Park at Coppell Final Plat.
We look forward to working with the City of Coppell toward a successful
completion of this project.
