HISTORY:
The City Council approved the final plat of Gateway Business Park
on June 12, 1990, and a previous replat of Block 2 on April 9, 1996.
TRANSPORTATION:
Freeport Parkway is C4D/6 four-lane divided thoroughfare within a
95'-wide right-of-way. Gateway Boulevard is a C4U four-lane
undivided collector street within a 70'-wide right-of-way.

COMPREHENSIVE PLAN:
The Comprehensive Plan shows the property as suitable for
light industrial/showroom use.
DISCUSSION:
Applicant is proposing an 80,000 square foot build-to-suit
industrial facility on this 6-acre tract, immediately east of
Haverty's. Approximately 80% of the interior space will be
devoted to warehouse space and the remaining 20% will be used as
office space.
This is a single story structure with 119 parking spaces and 6 track
bays located behind the building. The architectural elevations
indicate a painted tilt wall structure in white and gray tones with
green tinted glass, very comparable to the existing facilities in the
Gateway Business Park.
The submitted landscape plans indicate that approximately 36% of
the site will be landscaped. A number of existing Cedar Elms and
Crape Myrtles will be relocated on site to accommodate the
proposed construction. Staff is concerned that the truck court is
not adequately screened from Exchange Circle. Currently the plan
shows a Nellie R. Stevens Holly hedge with four staggered
Austrian Pines being planted to screen the truck court from
Exchange Circle. Staff requests the applicant consider a 3 foot
high berm with Austrian Pine planted on top of the berm, similar to
what is being proposed at the northwest corner of the site. During
the Development Review process, staff requested planting islands
in the proposed truck courts. During the course of discussion, the
applicant informed staff there were six truck bays and there were
landscaped areas east and west of the truck bays. After careful
review of both the site and landscape plans, staff is of the opinion
that the proposed staircases are separating 2 sets of 3 loading
spaces, thus creating 2 rows of loading spaces. The zoning
ordinance is specific that interior areas of the parking pavement
must contain planting islands. The islands must be at least 150
square feet of landscape area and contain a tree. Staff recommends
that the applicant incorporate the required landscaped area and a
tree to each of the staircases in the track court. Clarify on
drawings how many staircases are being proposed along the
northern elevation of the building. The site plan shows 3
staircases, while the landscape plan only shows 2.
The Red Yucca is not on the city's approved plant palette,
therefore, the applicant will have to substitute it with another plant
material. Also, a minor discrepancy was noted between the site

plan and landscape plan with regards to the total site area and that
will require correction.
RECOMM]ENDATION TO THE PLANNING AND ZONING COMMISSION:
Staff recommends approval of the site plan and replat subject to the following conditions
being met:
1) Approval of a color board showing all exterior building materials.
2) A 150 square foot of landscape area with a tree being incorporated into the staircases
shown in the track court.
3) Rectify the discrepancy of the total site square footages, as well as the number of
staircases shown on the site plan and landscape plan.
4) Substitute the Red Yucca shown on the Landscape plan with a plant material listed on
the city's approved plant palette.
5) Additional fire lane needed on south side (adjacent to Gateway Blvd. and Exchange
Circle). (See Fire Departmem comments)
6) An executed Tree Removal Permit will be required prior to removing trees from the
site. (See Leisure Services comments)
7) Easements for TXU facilities; will be required on plat. (See TXU comments)
