Pacheco Koch Consulting Engineers 9401 LBJ Freeway, Suite 300 Dallas, Texas 75243 RE: Freeport Parkway Extension (from Bethel Road to Ruby Road) Dear Mr. Evans: The City of Coppell has reviewed the referenced plans and has the following comments to offer: 1. All asphalt transitions must be 4" Type B and 2" Type D asphalt on 6" of lime stabilized subgrade. 2. Provide 1-2" PVC and 2-4" PVC conduit to all medians for street lights and irrigation system underneath the proposed pavement. 3. All right and let~ mm lanes should have double white reflective buttons on 30" centers. Also provide center line buttoning as per City details. 4. All fill under proposed paving must be placed in a maximum of 8" lif~s and compacted to a minimum of 95% compaction. 5. If future driveway locations are already known, they should be constructed with the roadway. 6. Street lights should be installed with the development of this roadway. Also a street light assessment for electricity will be provided at a later date. 7. Any asphalt removal for installation of utilities needs to be replaced as shown in the City's standard detail sheet SD-3. 8. The only standard details that need to be provided are the ones that are not in the City's standard detail documents. Please remove the City details from plans. 9. Provide detail sheet for proposed TxDOT headwalls. 10. A note should be provided on the paving plans that all joints to be sealed with silicone. 11. Provide summary table of the capacity and discharge rates of all detention ponds. 12. Provide special detail for proposed weir junction box (i.e. steel placement, wall thickness, etc.). 13. Please number/label all detention ponds. Also label the storm drainage systems shown on the detention pond grading plan. 14. The City has a concern with the proposed raised embankment for the proposed detention pond on the east side of the property adjacent to the residential homes. Should design so that the top of bank is not above the existing ground elevation. 15. Show all sub-drainage areas (i.e. the drainage area for each inlet) on the drainage area map. 16. Consideration should be made to construct the proposed storm sewer systems located in the Freeport Parkway fight of way into the median instead of underneath the proposed paving since a majority of the drainage system will always have water inside. The Storm Water Drainage and Detention Analysis provided with these plans are still being reviewed by the City. The City will contact the engineer once the review is complete. Be aware that based on the comments fi.om the review, it is possible that additional changes may be required. 18. The proposed storm sewer line ST-3 is mislabeled in the plan review on sheet C-3.1. 19. Based on our conversation, the proposed "Morning Glory Detail A" will be removed fi.om the plans. 20. Rubber gaskets should be used on storm sewer line ST-6.1. 21. What is the reason for storm sewer line ST-7? 22. Please address the concerns regarding the proposed storm sewer line ST-9. a. An easement must be obtained and approved by the City before this line can be constructed. b. Provide a note on the plans to remove and replace the existing fence that will be affected by this construction. e. The storm sewer should be extended east of the existing structure south of the proposed location. Also concrete tip-rap should be provided fi.om the ouffall of this pipe east to location of the existing channel that comes fi.om the south. d. The location of the existing water and sanitary sewer services for the two houses to the north of the proposed storm sewer needs to be determined to ensure that there will no conflicts. 23. Where the proposed 10" sanitary sewer line is being connected to the existing 10" sanitary sewer line in Bethel Road, please provide the following note, "Asphalt removal and replacement as per City Standard Detail Sheet SD-3." 24. The location of the proposed fn'e hydrants around station 8+90 of line W-1 should be relocated further south to avoid conflicts with future driveways. 25. The proposed manhole at station 18+24.58 should be relocated so it will not fall in future driveways. 26. Based on my conversation with you, you indicated that the proposed ouffall location of storm sewer ST-10 is into a wetlands. If this is the case then the appropriate permits need to be obtained before the work can begin in this area. Also it appears that an offsite drainage easement will be needed. There are various other minor comments throughout the plans. When all comments have been addressed, please return these marked plans and two sets of revised plans to the City for review.
