We have received your comments dated Sept. 19, 1995 regarding the site construction plans for
the referenced commercial development. I have discussed a number of these comments with Mr.
Mike Martin of your staff, as well as with Howard Pafford. Our response is indicated below,
numbered to correspond to your comments.
1. A runoff quamity has been included for area G. In addition, area F has been divided to identi~,
the amount of runoff out of each driveway. See comment 7 for additional information.
2. Based on my conversations with Mike Ma~in, we have not yet indicated the brick pavers and
sidewalk along Sandy Lake to be constructed at this time. It is my opinion that the City of
Coppell will save some money if these improvements are made pan of the Sandy Lake
improvement project, lhis would minimize some demolition and reconstruction. We would
be happy to include these items in this project, however, if you so direct. Obviously, in that
case, Kroger would not be responsible for the cost of reconstruction at a later date. In
addition we have provided details for the pavement markings at the entrances with 3 lanes.
Paving details indicating thickness, steel, etc. are shown on sheet 20.
3. As indicated above, paving details are included on sheet 20. As you can see, the plan indicates
a limit of construction. Ihese plans are for site civil construction only_ The plans to be
prepared by the architect will include completion of the paving adjacent to the building. Ihis
provides ample room fbr construction of the foundation.
4_ A profile of the proposed ditch has been added. The ditch has been revised to eliminate one of
the culverts. The area immediately west of the west driveway 0n Sandy Lake discharges into
the existing culvert that runs under Sandy Lake. The proposed culve~ has been revised to
indicate Class IV RCP. The end sections detail has been revised as noted. A profile of the
driveways on Sandv Lake has been attached, along with an additional copy of the grading
plan. I understand that this is tbr evaluation by the consultant designing Sandy Lake.
5. The 100 year HGL has been added to the storm drain profiles, along with capacity and velocity
annotation. The water line crossing has been added as well, and the standard city detail
referenced.

6. See note 5 above. The existing inlet at the northwest corner of the property is to be removed.
The existing 27" pipe will also be removed, and the 42" pipe extended to a junction box.
7. Based on your comments and my conversations with Mike Martin we have re-evaluated the
storm drain system. We found that while the Waters Edge Phase II system was indeed
designed to accommodate the bulk of our site, it was simply not installed deep enough to
provide sufficient slope upstream. As you can see on the grading plan, there is almost no
vertical relief from the east to the west side of the site in this area. We have proposed
installation of the 24" Line B with a friction slope of 0.04%, which generates a velocity of 1.5
fps. In addition, we have matched flowlines instead of soffits to keep from coming out of the
ground. In fact, the only reason that Line B is not under the pavement is that the outside top
of the 42" pipe is above the pavement elevation. .Attempting to convey additional runoff
through this system is not feasible.
I have reviewed the plans for the storm drain system in Mac ,Arthur Blvd. The)' indicate that
the runoff we discharge into MacArthur will be conveyed in a 21" pipe almost all the way to
the lake. There is no additional input into this system until the lowpoint inlets adjacent to the
culvert under MacArthur. This 21" pipe has a capacity of 11 cfs (from plans by Nathan D.
· Maier). Because part of MacArthur actually drains to the south adjacent to our site, the

submitted). It appears to me that we have helped to alleviate;--)7' problem that may exist

8. Utility comments are addressed as follows:
a) The proposed meters have been depicted and labeled.
b) The Kroger Co. has agreed to install this fire line as a private line, although we continue to
..:,~,~g,,~ believe it is not appropriate. We feel that too much of the burden for maintenance of
adequate fire protection is placed on the developer, who is ill suited to participate in such
~ maintenance. Typically, fire protection is one of the basic services provided by a
\"""' /~" /"' municipality, yet such protection is only adequate if maintenance of the system is adequate.
~ It would appear that emergency repairs and routine maintenance would be more effectively
carried out by the City.
9. A note has been added instructing the contractor to contact Mr. Slayton prior to construction.
The contractor will be responsible to adjust the sprinkler system as necessa~', including
removal and replacement, to accommodate revisions to the medians. In accordance with my
conversations with Mike Martin, we have not revised the referenced median opening. It is
our contention that the proposed development will generate less le~ turn action than the
previously anticipated shopping center. While we understand that City standards have been
upgraded, we do not feel it the responsibility of The Kroger Co. to retrofit the entire area to
new standards.
10. As indicated in item 2, we have not added the brick pavers on Sandy Lake to these plans due
to the upcoming Sandy Lake reconstruction. It appears that delaying such improvements

would result in cost savings to the City. However, we also understand that other
considerations, such as timing, can affect this decision. Please advise us of your preference in
this regard.
11. The detail for the sloped reinforced concrete pipe (culvert end treatment) has been revised.
12. The driveway detail has been labeled to indicate the adjacent street.
13. The standard City detail sheets have been omitted from the plans, and referenced by note on
the cover sheet.
14. The plat has been relocated to follow the cover sheet. The plat has also been revised from the
one approved by City Council to eliminate the utility easement. This is a result of the revision
to a private fire line.
In addition, please be advised of the following:
· We have revised the plan sheet depicting the Mac Arthur median modifications as marked,
adding traffic buttons and signs.
· Irrigation plans have been added, as have site lighting plans.
· A photometric layout has been attached for your information, but is not a part of the
construction plans.
· The proposed modifications to the existing air release vault in MacArthur have been reviewed
by a structural engineer.
· Our soils report indicates that in general the surficial soils consist of tan silty sand, sandy clay,
to clayey sand with traces of cia):. Plasticity Index ranges from 6 to 22: which indicates that
lime is not necessary,. The recommendation of the geotech, .AT Laboratories, Inc. is that lime
is not necessa~'. Portons of the geotechnical report are included for your review'. We would
like to request a waiver of this requirement.
