SIZE OF AREA: Approximately 13.1 acres of property; 208,800 sf office/distribution facility 42,800 sf future expansion CURRENT ZONING: LI (Light Industrial). REQUEST: Replat and Site Plan review. The property was platted in 1984. TRANSPORTATION: Royal Lane is a C4D/6 four-lane divided collector built to standard in a 100'-wide right-of-way capable of accommodating a 6-lane divided thoroughfare. SURROUNDING LAND USE & ZONING: North- Quill Corporation; Light Industrial South - Derse Exhibits; Light Industrial East - Vacant; Light Industrial West - Vacant; Light Industrial Item # 10 COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for light industrial and showroom uses. DISCUSSION: The applicant, an oriental lacquer furniture manufacturer, is proposing to build a 208,000 square foot office/warehouse facility. Approximately 192,800 square feet of space will be devoted for warehousing, another 16,000 square feet is being used for office and showroom uses. No retailing will occur out of the showroom. The Site Plan also shows a 42,800 square foot future expansion. Initially, 80 parking spaces and 16 loading spaces will be provided during Phase I of construction. The remaining 196 required parking spaces would be built during the second phase of, construction. The applicant will have to go to the Board of Adjustment to obtain a special exemption to delay the placement of the required parking on site. The applicant is requesting leniency regarding construction of the parking spaces. It is his intention to provide for the required parking. The site plan shows two driveways on Royal Lane. The northern driveway lines up with a median break on Royal that allows traffic to flow both north and south. The southern access point also lines up with another median break on Royal Lane. However, the median will be modified to allow only a northern left-turn into the site. Traffic out of this driveway will not be able to travel south on Royal Lane. The landscape plan shows that the applicant will be providing a 3 foot high berm along Royal Lane with feature landscaping by the from entrance to the building found east of the northwest comer of the building. Another berm is being proposed along the eastern property line. The landscape plan exceeds code both in quantity of planting material and area of space devoted to landscaping. The proposed building is a painted tilt-wall structure. Part of the southern elevation is showing a brick veneer with decorative inserts occurring above the main entrance adding architectural interest to the building. Tinted windows as well as vertical detailing are provided. Item # 10 RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: The planning staff recommends approval of the replat and site plan subject to the following conditions being met: 1) The Board of Adjustment granting a special exception delaying the placement of the required parking on site. 2) The Replat title block should reference that this property is a portion of Lot 5R of the Freeport North Addition. 3) Verify that all the future parking spaces are screened with a 30" hedge or berm, that planter islands are located at each terminus of each future parking row and all future planting islands contain at least 1 tree. , 4) Modify tabulations of the architectural site plan to read as follows: Future Parking as Required to Meet Code (Phase I: 167 cars Site Area: 13.085 acres = $69,974 sf Maximum Coverage $0% =284,987 sf 5) Modify the third notation under the Notes section of the Replat to read exactly as follows: "Additional electric wiring shall be underground and that mechanical equipment, electric equipment and utility meters shall be either placed in inconspicuous locations or screened from view". 6) Specify color of building materials on the elevations. 7) Fire hydrants to be spaced a maximum 300 feet on center as measured along the fire lane.
