With these understandings, it is under protest t~t we replace
the city owned irrigation line. The City of Copp~ll failed to
require that the llne was installed correctly to begin wlt~. The
City of Coppell failed to locate the line such that damage could
be avoided. The City of Coppell is now requiring that we replace
the existing line with a higher standard than re~ired when it
was initially installed. It is no fault of the owner or the
contractor that the line was damaged. It is u~Jus~and
that we, the owner, are being punished in thismanner for others'
derelict of duty.
