Dear Mr. Griffin:
We are in receipt of your February 14, 2000 letter regarding the proposed change order for the extension of Sandy
Lake Road from MacArthur Boulevard to Kimble Court. You have chosen to calculate the price for several
overhead and extra work items by utilizing a straight line extrapolation methodology with the prices for the existing
Sandy Lake Road project serving as the baseline. We do not concur with your methodology for calculating these
approximate prices since Sandy Lake Road is a relatively clean project when compared to the proposed intersection
work included in the change order and thus do not agree with your valuation of the project.
Based upon your contention that EBCC modified the bid quantities for unclassified street excavation, lime subgrade,
hydrated lime, 8" concrete paving, 6" concrete curb, and 4" topsoil, I have reviewed the quantities and items utilized
to develop prices for this change order. Our records indicate that we utilized the bid form provided by your office
and didn't modify any of the quantities other than for items 43 and 44 and for the pavement marking item. These
quantities were either adjusted because no quantities were provided or no item was provided on the bid form.
Although we are certain that some adjustments could be made to our prices, we are equally certain that the value of
this work significantly exceeds the value you have placed on the work. In accordance with our previous phone
conversation regarding this subject, it appears that concessions by either party will not significantly close the
valuation gap and the only viable option for the City of Coppell is to competitively bid this project.
