Dear Mr. Carrales,
I am in receipt of your letter concerning the property you have
leased at 1849 E. Beltline Rd. I am also aware of the issues
raised by some members of city staff regarding this property and
its intended use.
Water service has been available to this property for some time.
It is my understanding that the current property owner requested
the water service be discontinued until further notice. Water
service to the property can be restored once a request has been
forwarded to Utility Billing along with payment for the
outstanding balance. Rest assured the City of Coppell will
certainly provide you with any and all services that fall within
our purview including the delivery of water service.
With regard to any issues regarding the flood plain I would
advise you to contact City Engineer Ken Griffin. He can assist
you with questions regarding the flood plain as well as water
service to the property.
Finally, your letter indicates that you will soon be contacting
the City with regard to the opening of your business to be
operated under the name of Cowboy Country. Our Planning and
Community Services department should be contacted with that
information when you are ready to develop the business. As you
know there will be some requirements to be met as well as
information to be exchanged regarding the opening of any new
business within our city. Gary Sieb, Director of Planning
Community Services will be more than happy to assist you
in this matter. Please feel free to call Mr. Griffin or Mr. Sieb
if you have any questions regarding this property, its proposed
use and your subsequent business.

On January 3, 1997, I was visited by the Enviromngatal ~ t3~licer, Perri A. lCjtt~, and oue ofh~r subordin-
ates Mr. Raymond. They met with me at 1849 Beltline. Tl~ igtl~e prope~ I have leased 63r a 5 year ~ from
John Robinson, the owner. I felt out meeting wog very, well Th~ iasu~ and c~ncerns that Ms. Kitties ~_t~gl~ to
my attentio~ all found me to be under compliat~e. She was ~ Io see first hand that my horse~ were ge~iag the
love and attention they needed to ay and look h~althy.
Ms. Kittlea, did request that I have at least l/3 ao'¢ per adutt ho~e, m ~ the City Code Sec. 9-t-21 (B). I to~d her
that ! would make sure that 1 would CO,'l'lply with say City Codetlr~t needed to be me~. And that [ would make-sure
that w~ would always have a good working tndatimmhip, bet-.v~ ~lf an6the City of COPl~tL Her res~anse
was very positive.
It became quite evid~tt though, that she dldn't mea~ a w~d ~ said, __~c~__u~e by Monday, humary 6th, I~F/, I

It's common knowledge that rivers, creeks, lake~, ponds, nad ~ wate~ tn'butm'ies are ut~tized by livestock in this
great State of Text. I, don't think I need to give a reasea for wamin~ and nt'eding water, as a service. But, as a
citizm, of this City. this State. and these LMited States, 1 should~ and wilt not be det~ied.

RE: 1849 East Beltline Road
Dear Mr. Carrales:
As per our conversation this morning, you are aware that the
aforementioned property where you ar~ currently keeping six
quarter horses is located in the flood plain. After speaking
with the City's Engineering Department regarding your location,
it was brought to my attention that !no additional fencing other
than the fencing surrounding the volleyball courts is permitted
on that particular site. Therefore, the stalls that you erected
on the east side of the existin~structure need to be taken down
and removed.
At this time fencing cannot be erected on any portion of the
property you are leasing. Additionally, if fencin~ were to be
allowed in the flood plain, it would have to be break-a-way
fencing, and would not be suitable ~or containing large
livestock.
Please remove the stalls and six horses currently occupying the
property at 1849 East Beltline Road, Coppell, Texas, by January
31, 1997. If you have any q%/estions regarding this matter,
