Griff'm, P.E., Dir. of Engineering/Public Works January 11, 2000 Consider approval of a variance with stipulations for an Interim Permit, upon concurrence of City Engineer, to Floodplain Management Ordinance No. 94-639, Article 4, Section B, Item 1 l(a), which states that the Floodplain Administrator must "assure that conditional approvals are received from Federal Emergency Management Agency before a Floodplain Development Permit is issued" for the proposed Coppell High School parking lot. This request is for reclamation of property between the existing Coppell High School parking lot and Cottonwood Creek. The proposed improvements include fill and some sloping along the southern bank of Cottonwood Creek. A detention area will also be created on the east end of the proposed parking lot near the intersection of Cowboy Drive and Parkway Blvd. The reclaimed land will be utilized for additional parking, and the construction of a tennis facility. The flood study meets City requirements and has been processed to FEMA for approval. Therefore, staff offers no objections to the variance request with the following stipulations: 1. Any changes requested by FEMA during the Flood Study be complied with prior to acceptance by the City. 2. No Building Permits will be issued on any structures within the development until the Flood Study has been approved by FEMA. Compliance with the above stipulations will be monitored.
