Mike Hobbs City of Coppell - Director of Engineering City of Coppell - Graduate Engineer City of Coppell - ClP Coordinator Transystems - Project Coordinator TranSystems - Project Manager TranSystems - Project Engineer TranSystems - Project Hydrologist Details of Meeting: Design Criteria · Ken met with Gerry/City of Grapevine who indicated that Bethel would be 6-lane fi.om 121 to the Coppell. Ken to follow up with Jerry. TranSystems to proceed with design for 4-lane. · Left turn lanes required at medians · Median widths to be 16 ft · Sandy Lake Road used 27 f~ back-to-back, including the bike lane · Our typical section will be: 27 f~ back to back/16 ft median/27 ft back-to-back, for an over all width of 70 f~. · Plan for 5 ft sidewalks to be 1 ft from property line, or 2 ft from back of curb. · Face of retaining walls no closer than 7 ft from back of curb · Use 90ft for median openings · Split pavement elevations are OK if necessary, do not exceed 1 ft difference · Do not include City Detail Sheets in drawings unless different that standard details Utilities · Ken has list of permits issued for utility installation (phone, fiber optic and cable), he will supply this list to TranSystems · Most of the City agreements will require utilities to move their lines/structures in the event of road widening, except for Explorer Pipeline · City agreements may not apply to gas or overhead power transmission lines · Added several entities (boided below) to list of existing utility companies that TranSystems will be contacting to verify existing line locations - GTE - MSN/CSD (Metromedia) AT&T Local Services SWBT Touch America (fiber optic) UG Television Cable Page 1 of 3 General Telephone Company Explorer Pipeline Southwest Inc. (cable) Overhead Electric Quest (going into Touch One's conduit) AT & T Broadband City of Grapevine Right-of-Way Requirements · There was considerable discussion related to the ROW requirements adjacent to the CICI's Addition and the Gulf United Industries' Addition property. TranSystems will adjust the roadway alignment to minimize the impacts to these properties. Of particular concern was the newly established landscaping. · East of Freeport Pkwy, acquire the entire 90 ft of ROW adjacent to the Duke-Freeport Addition property. Easements · City uses permanent easements for drainage or ROW, "Letters of Permission" for changing contour (cut or fill), and "Slope Easements" when sloped area is not functional for other uses (City pays approx. 25% of property value for these situations) · Ken talked about using slope easements between Sta. 19+00 and 21+50 (in fi.om of CICI's building) Drives w/Multi-Box Culverts In From of Post Office. Processing Center Talked about options for adding perpendicular wing walls (out to the top of the concrete lined channel) at the three drives w/multi-box culverts. Options included: 1. flush retaining wall with TXDOT-PRI handrails (painted gray or maybe galvanized aluminum) 2. skip handrails and use short concrete walls to match existing architecture. No final decision, TranSystems will investigate options. Ken emphasized the need for an aesthetic solution. Transitions From Existing 2-Lane to 4-Lane · At G-rapevinedCoppel Line (Dallas/Tarrant Coumy Line) all of the transition to be in Coppdl · At Freeport Road, transition to begin at Freeport and go approx. 400 ff to the east Turn Lanes · Show Turn Lanes at Royal Lane · Show Turn Lanes at Freeport Road Hydraulic Study · TranSystems has completed the study of existing conditions and has obtained effective models fi.om the US Army Corps of Engineers and FEMA. · TranSystems requested design information for the ponds serving the new development north ~2~3 of Bethel Road. Ken will comact the design firms for these developments and obtain the infommtion. TranSystems will prepare a Stonnwater Routing Study to incorporate the existing ponds. This study will be used to size a detention pond on airport property. Upon completion of the Routing Study, TranSystems will schedule a meeting with the airport. On the west-end of the project, the enclosed storm sewer will be extended to Cottonwood Creek in Grapevine. Status Repon · TranSystems will prepare and submit a Project Status Report to Ken, Teresa and Susan every two weeks. Page 3 of 3
