Dear Mr. Martin:
As you are aware, EBCC paved the south bound lane (west side) of Coppell Road between
Parkway and The Mansion's entrance on August 31, 2000. Our sawing subcontractor was on site
that evening to saw the transverse saw joints in the concrete. Before the sawing was completed
the Coppell Police Department stopped the operation and would not allow the sawing crew to
continue. Timely sawing of the transverse joints is a sensitive operation that must be started aRer
the concrete has set up enough to allow sawing without damage to the slab and completed prior
to the build up of surface stresses resulting in damage to the concrete pavement. August 31,
2000 was a very hot day with low humidity; therefore, the window for timely completion of the
transverse sawing was short in duration. The actions by the Coppell Police Department were
unnecessary and may result in damage to the concrete pavement.
EBCC has paved in Coppell on numerous occasions without this type of incident. Damage to the
concrete pavement that result fi.om the action of the Coppell Police Department should not be the
responsibility of EBCC or our sawing subcontractor.
