I thought this info~ation would be of great interest to you. Highpoint Oaks, located in the ciW
of Lewisville, is filling up the city of Coppells storm sewers with silt. Several engineers in
Lewisville give the impression of not being concerned.
As you can tell from the intbr~nation the EPA is going to hold an administrative hearing.
The photos enclosed do not tell the full sto~a visual inspection is necess~. Is there ~y way
that your office can encourage the ci~ of Lewisville to look into this ma~er?

Everett,
Thank you for talking with me today. As a result, I wanted to recap and add
a few items to our conversation.
As we discussed, there is an area of HighPoint Oaks that had flooded my home
and the Coppell Greens Community in the last major rain storms that have
occurred this year. Below are a few pictures of the retaining wall, wood
fence, rock berms, and the hillsides explanation.

retaining wall. This is the area that water washed under the fence and
caused the back-up of water that came into the our house.

Photo 5.bmp - shows the 1 st rock berm with silt accumulated to the top of
the berm. There are 3 rock berms in place at this time. The Erosion
Control Plan Submitted to the City of Lewisville shows 4. The three that
are in place are not located as shown on the plans.

I have also attempted to take a picture of the west side of the hill/valley
from the pond outlet. This would have indicated where the hill has begun to
slide. This area measure approximately 30 feet long by 10 feet wide.
Should this area give in the next heavy rain it is a possibility that it
will completely fill the Coppell Gr'eens drainage area and pond along with
flooding a few of the homes along the way.
The hill that backs up the Coppeli Green property has eroded valleys leading
to the drainage swale which is now filled to capacity with silt. The hill
is also giving away vertically in several places. According the plans
there shouldn't be any major drainage reaching this point. While walking

the main part of the property, the plans indicate there should be swells
cutting across the site to drain it to the pond/retainage outlet, there are
no swales in place. As a result large ruts have been eroded in running up
to two feet wide and just about as deep. I believe that this is one of the
major contributing causes to the silt build up at the berms and the silt
build up that Coppell Greens is now dealing with. The silt has washed past
the berms and into the drainage area leading to and into the pond. This
drainage area has almost been completely filled and had gone over the
decorative rock berms that have been put in place.
I urge you or someone from your organization to visit the site because the
pictures only gives you a glimpse of the problem.

of HighPoint Oaks.
