TRANSPORTATION: Denton Tap Road is an improved six-lane divided thoroughfare (P6D) contained within a 100'-wide right-of-way. SURROUNDING LAND USE & ZONING: North- Colonial Self-Storage; "LI-S.U.P. and C-S.U.P." Light Industrial and Commercial, Special Use Permit South - Mobil Gas Station; 'C-S.U.P.' Commercial, Special Use Permit East - Riverside Church of Christ; 'LI' Light Industrial West - vacant; ~C' Commercial Item # 13 COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for light industrial and showroom uses. DISCUSSION: This is a phased office/retail/showroom development with llmited warehouse and distribution. Buildings A and B will be built during Phase I and Building C will be built at a later date. Staff has concern about the northern access from the Colonial Self Storage (formerly known as Advantage Self-Storage). The self-storage facility is not a great traffic generator, however, just beyond the access point to the East is the security gate pad site. The concern arises when there is more than one automobile waiting to enter the storage facility blocking the access point into this site. The potential for vehicular conflicts and maneuverability constraints are great and staff would like to minimize the creation of a potentially hazardous off-site situation. Staff would rather see a second access point provided elsewhere, preferably about 120' north of the first access point on Denton Tap Road, as shown on the site plan. A modified deceleration lane will be required on Denton Tap Road for the south access point. The Site Plan is showing a 30' access easement extending east to the Riverside Church of Christ property line. Based on field study, the church's landscape buffer adjoins this property's eastern property line and there currently is no driveway opening. Therefore, staff would like to receive a letter, from the church stating they intend to connect and share the proposed driveway shown on the Site Plan before approving it. All three building elevations show the front and side facades of the building to be of brick veneer and the rear facade to be concrete panels. Although staff would prefer all brick veneer, the elevations are acceptable. Staff would like the building facade reference to be shown as east, west, north and south. The landscape and irrigation plans meet city code. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: The planning staff recommends approval of the site plan subject to the following conditions being met: 1) There is a concern about the northern access from the Advantage Self- Storage. (See Engineering comments) 2) Consider a second access point about 120' north of the southern access point on Denton Tap Road 3) Provide deceleration lane on Denton Tap Road for southern driveway. (see Engineering comments) Item # 13 4) Furnish a letter from the Riverside Church of Christ to the City stating they intend to connect and share the proposed driveway shown on the Site Plan. Modify Building Elevations reference to building facades as north/south/east/west elevations. 6) Impact fees will be required.
