The extension aas ex fired and now the applicant is resubmitting a final plat showing ad litiona alley deletions and increased rear yard setbacks for specific Lots. From a planning perspective, the fact that a f'mal plat for the propelty consistent in all respects with the approved preliminary plat w ts subz aired for approval, validates the preliminary plat. Therefore, disc assiom; with regard to this plat should be limited to only the proposed ehang~.s. The request for additional alley deletion does appear to be reas~ ,nable. The increased rear yard setback assures proper building setbacl from the highway. The planning department is comfortable with the ¢hange~. However, other members of the Development Review Committee do]not share the same sentiment. ! ] The Fire Department in particular feels very s~ongl3 there be two ways in and out of the subdivision for the safety and welfare of its future residents. This position is in conflict with Firq~s earlier approval of this plat. The possibility of requiring a right out only exit onto the future 121 Bypass service road was discussed with the applicanL The applicant had agreed to study the alternative, however, the plat does not reflect any changes with respect to this issue; therefore, ~ve mu~t conclude that the applicant desires plat approval as originally rec0mme~ ded by Commission and Council. Another concern which was raised pertains to drginage runoff from residential lots into the park land. We had sugg sted t~at drainage patterns be modified so as not to drain into park prope ty an~ creating a "soggy" environment. Staff has reviewed the plat and th Homqowners Association document and can not see any changes. We m st, therefore, surmise that this concern has not been addressed. The street nan ~e of Stanton Court was removed at staff request, however, it has not been renamed. Uniform fencing was required for Lots 5-7, Block B a~d Lots 1-7, Block E.
