Shohre Daneshmand, P.E., Civil Engineer ~'~l~ ~(~ RE: Erosion Complaint Subject: Northlake Industrial Park 27 Acre Tract Date: April 20, 1993 In November, 1992 we made a site investigation at 245 E. Bethel Road where a tributary of Grapevine runs across the back of said lot. This visit was requested by Mr. Ed Spalding, who is concerned about the amount of drainage outfall associated with the light industrial tract (LI tract), running through his back yazd causing erosion and sedimentation problems. I wrote a letter to Mr. Bill Thompson in December, 199,Z,urging him to address the above concerns and suggested a meeting among affected parties. After several follow-up calls to Mr. Thompson and his engineer, and through an exhaustive effort, I was finally able to conduct such a meeting on April 16, 1993 at 8:30 a.m. Attached is a list of persons who attended the meeting. Mr. Spalding, (residing at 245 E. Bethel Road) and Mr. Young (residing at 236 E. Bethel Road) are looking for some type of temporary, followed by a permanent, solution to reduce the discharge rate and it's velocity before it leaves the LI tract. Although there were some arguments as to who is to blame and/or what the ultimate solution should be to handle the water flow, etc., Mr. Thompson and his engineers agreed to take action and provide some type of an acceptable erosion control measure on his property, as an interim solution. I expressed my concerns to Mr. Thompson about the unreasonable delay in correcting the problem which was brought up in June, 1992. I indicated that it is our desire to work with Mr. Thompson and his engineer, as long as the above concerns aze addressed immediately and a plan of action is submitted to the City no later than May 6, 1993. It is my understanding the LI tract has recently been seeded and that currently there is a 25 vegetation on the property, according to Mr. Garrett, of Nathan D. Maier Engineering. I requested an erosion and sedimentation control plan be submitted to the City, which is to provide a solution to this temporary/semi-permanent condition on the undeveloped property. In general everyone was in agreement that increased drainage along this tributary can cause problems and Mr. Young even suggested that individual affected home owners should participate in solving erosion problems in their backyards as well. I am currently preparing a letter to Mr. Thompson as a follow-up to the above referenced meeting and will keep you informed of the progress.
