Dear Mr. Smith:
I have been asked to help Nextel obtain
comunication antenna site in the City o£ Coppell.
aware, per Alan Haggard's January 15, 1997 letter to ~
the City of CoppeI1 rejected Nextel's initial propose
upon ~uidelines set forth by the Cou~uittee to Improu
Image of Coppell--a committee that did not exist at th~

Before this current site was selected, the Cit~ of Coppell
urged Nextel to locate its antenna in a specific areal and assured
Nextel that a site in that area would meet with i~:s approval.
Relying on these verbal assurances, Nextel has been negotiating
leases with the landowners in the selected area, preparing
expensive site plans and expendin~ additional sums of mgney only to

be faced with additional requirements that are, at

For example, regarding the current proposed site,
Coppell has gone so far as to require Nextel, as a
site approval, to obtain a right-of-way dedicat]

required for =his site. The progosed site is in a lighzindustrial
zone where "co~nunications services,. radio, telev£si~n or micro-
