HEARING DATE: April 14, 1998 LOCATION: Along the east side of Coppell Road, approximately 967 feet north of Parkway Boulevard. SIZE OF AREA: Entire PD 49.899 acres; clubhouse: 7,843 square feet Daycare facility located in the clubhouse: 1,219 square feet of interior space and 1,766 square feet of outdoor play area. CURRENT ZONING: PD-MF-2, SF-7 and A (Planned Development, Multi Family-2, Single Family-7 and Agriculture) REQUEST: Amendment to the PD to allow a daycare facility in the clubhouse. TRANSPORTATION: In front of the subject property, Coppell Road is a 2-lane blacktop road within a 60'-wide right-of-way. SURROUNDING LAND USE & ZONING: North- Denton Creek; "LI" Light Industrial zoning South - Undeveloped; "PD-SF-7" Planned Development, Single Family-7 zoning East - Single family residential development; "SF-7" Single Family-7 zoning West - Undeveloped industrial park; "LI" Light Industrial zoning Item # 4 COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for medium density residential. A portion of the property is also shown to be in the floodplain. DISCUSSION: The proposed daycare is intended to provide an added amenity limited to only the residents of this particular apartment community. The daycare will be located in the club house at the entrance of the apartment complex. The facility will accommodate approximately 22 children in 1,219 square feet of interior space and 1,766 square feet of exterior play space. The outdoor play space will be fenced according to the State requirements. The fence will be 4 feet in height and constructed of wrought iron/decorative metal. The floor plan shows the day care located on the first floor of the clubhouse. The interior space will be subdivided into an infant area, a large play area, kitchen, restrooms, as well as several storage areas. The site plan delineates the two required parking spaces as specified by ordinance. A cast stone sign no larger than 2 square feet is being proposed to be placed above the front door of the day care for identification purposes. A non-profit organization, yet to be determined, will be contracted to provide the day care services. A similar apartment project in South Dallas has the local Church of Christ providing this service. The church organization is only required to pay for the cost of utilities, while the owners manage the facility. The applicant intends to duplicate a similar arrangement for this project in Coppell. The use will be required to meet minimum state child care facility guidelines. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Staff supports this concept and recommends approval of the proposed amendment to the residential planned development to allow a daycare facility to be located in the club house subject to the notation on the face of the First Floor Plan being revised to read "1,766 square ft of exterior play space". ALTERNATIVES: 1) Recommend approval of the request 2) Recommend disapproval of the request 3) Recommend modification of the request 4) Take under advisement for reconsideration at a later date.
